Zelensky has changed the composition of the General Staff again: who has been appointed

Ukrainian President Volodymyr Zelensky has made changes to the personnel of the Supreme Commander-in-Chief’s Headquarters. The relevant amendments are enshrined in Decree No. 73/2026, which was published on the official website of the head of state, reports "Komersant Ukrainian".
Who is now part of the Headquarters
According to the decree, the Headquarters includes:
- Mykhailo Fedorov, the recently appointed Minister of Defense of Ukraine;
- Denys Shmyhal, First Deputy Prime Minister and Minister of Energy of Ukraine.
Both officials have been officially approved as members of the Headquarters, which is the key coordinating body in the field of defense and security of the state under martial law.
Who left the Headquarters
At the same time, a presidential decree removed former Security Service of Ukraine head Vasyl Malyuk from the Headquarters.
The Supreme Commander-in-Chief’s Headquarters is the central strategic management body during martial law. It coordinates the actions of the military command, security forces, and government on issues of defense, national security, energy security, and critical infrastructure protection.
The renewal of the Headquarters’ composition is taking place against the backdrop of personnel changes in the government and the security bloc and is aimed at strengthening management coordination in key sectors — defense and energy.
