Changes in the digital agency: what Bornyakov’s appointment means for the future of “Dii” and the IT sector

The Cabinet of Ministers has officially appointed Oleksandr Bornyakov as acting Minister of Digital Transformation of Ukraine. The relevant government decree was issued following personnel changes in the agency’s leadership, according to "Komersant Ukrainian".
As stated in the document, the temporary duties of the minister have been assigned to the Deputy Minister of Digital Transformation for European Integration, Oleksandr Bornyakov.
The appointment is related to Mykhailo Fedorov’s transition to another position. On January 13, the Verkhovna Rada supported his dismissal from the post of First Deputy Prime Minister — Minister of Digital Transformation, and the very next day, parliament voted to appoint Fedorov as Minister of Defense.
Who is Oleksandr Bornyakov?
Oleksandr Bornyakov has been working at the Ministry of Digital Transformation since its creation. As Deputy Minister, he was responsible for European integration and a number of key digital economy projects.
In particular, Bornyakov was one of those responsible for developing and launching a special legal regime for the technology business “Diy.City,” as well as for implementing the “eResidency” program, which allows foreigners to remotely open businesses in Ukraine.
In public statements, Bornyakov has repeatedly emphasized the changing role of the state in its relations with the IT sector.
“In 2026, the state for digital business in Ukraine will not be a punitive regulator, but a partner that sets clear boundaries of security and trust, leaving businesses maximum freedom for innovation,” he said.
Digital policy priorities
Among the strategic goals that Bornyakov outlined earlier is strengthening the role of artificial intelligence in public administration and the economy.
“Our mission is to become one of the top three countries in the world in terms of integration and implementation of artificial intelligence-based solutions by 2030,” he said.
According to him, to achieve this, the state is focusing on developing digital infrastructure, creating a large language model (LLM), and launching AI applications for public services and citizens.
Boryakov’s appointment is temporary
Boryakov’s appointment is temporary and ensures the continuity of the Ministry of Digital Transformation’s work during the transition period following personnel changes in the government. It is expected that the issue of the full appointment of a new minister of digital transformation will be resolved by a separate decision of parliament.
