Civilians released from Russian captivity will receive 50 thousand hryvnias: how to get help

Freed Ukrainian civilians who were illegally deprived of their liberty by Russia will be able to receive a one-time state aid of 50 thousand hryvnias. The decision was made at a government meeting. This was announced by Prime Minister Yulia Svyrydenko and Minister of Community and Territorial Development Oleksiy Kuleba, "Komersant Ukrainian" reports
Who is eligible to receive 50 thousand hryvnias
Civilian Ukrainians who were illegally detained by representatives of the Russian Federation and who were released from captivity or returned to the territory controlled by Ukraine are eligible for a one-time financial assistance.
To receive the funds, you need to
- contact the Ministry of Communities and Territories Development of Ukraine;
- submit an application;
- attach a certificate from the Joint Center for Coordination of Search and Release of Illegally Deprived Persons.
Civilians illegally deprived of their liberty who returned to the territory of Ukraine on their own must also provide a confirmation document that the person is recognized as a victim in criminal proceedings. This can be obtained from law enforcement agencies.
When will the resolution come into force?
The government resolution will come into force on January 1, 2026. The mechanism for accepting applications is currently being finalized.

What other assistance do liberated civilians receive?
According to Yulia Svyrydenko, in addition to cash payments, all liberated civilians receive basic support, including
- food
- hygiene products
- seasonal clothing and footwear;
- free legal, medical and social assistance.
Additional payments for those released from captivity
The Prime Minister also emphasized that civilians released from captivity and their family members, if the relevant commission has established the fact of illegal deprivation of liberty, are entitled to
- a one-time payment of 100 thousand hryvnias after release;
- annual assistance of 100 thousand hryvnias for each year of captivity.
To date, almost 12,000 such payments have been made for a total of about UAH 1.2 billion, of which UAH 359 million is a one-time payment upon release and UAH 818.7 million is an annual allowance.
