Manasian, dismissed over Goodwine scandal, reinstated in police through court

Vitaliy Manasyan, an operative of the Strategic Investigations Department of the National Police of Ukraine, who was fired from his job over a restaurant scandal, is trying to get reinstated in court. This is stated in the response of the National Police to the request of Komersant ukrayinskyi

“We would like to inform you that by the decision of the Kyiv District Administrative Court of 20.05.2024, proceedings were opened in case No. 320/22798/24 on the claim of Vitaliy Manasyan against the Department to declare unlawful and cancel the orders on disciplinary punishment and dismissal from service, reinstatement and recovery of average earnings for the period of forced absenteeism,”

– the National Police said in its response.

They stressed that the case is still being considered.

The register of court decisions in this case contains a court ruling to open a simplified administrative proceeding without a court hearing. To this end, the court ordered the police department to request documents related to Manasyan’s dismissal, and the GoodWine restaurant, where the conflict occurred, to provide surveillance footage and employee data.

The deadline for submitting the relevant materials was in mid-June, but the court has not updated the case since then.

The scandalous incident at the Goodwine restaurant in Kyiv led to the immediate dismissal of an operative of the Strategic Investigations Department (SID) of the National Police of Ukraine. Vitaliy Manasyan lost his position in just a few hours after a conflict with another visitor and the restaurant staff.

The incident took place in the morning of 21 April. Maksym Shkil, the head of the Federation of Employers’ Infrastructure Development Committee and a well-known businessman, had booked a table at Goodwine in advance. However, when he arrived, he discovered that another man was sitting at the table he had booked.

When the restaurant staff informed the stranger about the reservation, he began to behave aggressively, insulting the staff. According to Shkil, the man also threatened him personally before leaving the restaurant.

Later it turned out that the troublemaker was Vitaliy Manasyan, an officer of the Strategic Investigations Department of the National Police. The police leadership responded promptly to the incident. After reviewing social media posts and talking to Goodwin’s administration and witnesses, it was decided to dismiss Manasyan. This decision was agreed with the Head of the National Police Ivan Vygivskyi.

Andrii Rubel, Head of the Strategic Investigations Department, commented on the situation, stressing that there is no place in the police for officers who defame the honour of an officer and violate ethical standards through their unworthy behaviour.
