Negotiations between Ukraine and the USA: the view of the American side

The United States is ready to resume arms deliveries and intelligence sharing with Ukraine when a date for peace talks with Russia is set. Such a condition was voiced by Mike Waltz, US national security adviser.

«We’ve taken a step back, stopped and are reviewing all aspects of this relationship. We’re having a good conversation about the location of the next round of talks, the delegations, the date,» Waltz said.

The February 28 meeting: a turning point

on February 28, 2025, Ukrainian President Volodymyr Zelensky met with US President Donald Trump at the White House. On the agenda was a discussion of the proposed agreement on mining rights and a strategy to resolve the conflict with Russia. However, the meeting degenerated into an emotional dispute, which led to the rapid departure of the Ukrainian delegation from Washington and the cancelation of the planned agreements. Experts say that the main reasons for the disagreement were disagreements over security guarantees and the terms of the mining deal.

Suspension of military aid and intelligence sharing

After the failed meeting, US President Donald Trump announced the indefinite suspension of all US military aid to Ukraine, citing concerns about Ukraine’s commitment to the peace process. The suspension affected more than $1 billion worth of weapons and ammunition, including advanced defense systems that are critical to Ukraine’s military operations. In addition, the U.S. stopped sharing intelligence information with Kiev, further weakening Ukraine’s defense capabilities.

Volodymyr Zelensky’s reaction and the resumption of peace initiatives

Ukrainian President Volodymyr Zelensky publicly expressed regret over the failed meeting, calling it «regrettable» and reiterating Ukraine’s readiness for peace talks. He emphasized the urgent need to achieve a lasting and just peace and expressed his readiness to work towards this goal under the leadership of President Trump. Zelensky also reiterated Ukraine’s readiness to sign an agreement on mining rights, seeing it as a step towards greater security and economic stability.

International reaction and European involvement

The suspension of U.S. aid to Ukraine has elicited mixed international reactions. European leaders expressed concern about the potential implications for regional security and reiterated their support for Ukraine. German Chancellor Friedrich Merz has been criticized for proposing to relax debt repayment rules to increase defense spending, reflecting a heightened sense of urgency among European countries. European Union officials also plan to discuss proposals for defense spending to bolster regional security in light of changing U.S. policy.

Prospects for resumption of aid and future negotiations

The U.S. administration has said the suspension of aid and intelligence sharing could be lifted if Ukraine demonstrates a genuine commitment to peace talks. Vice President J.D. Vance emphasized the importance of private talks between U.S. and Ukrainian officials to facilitate meaningful progress toward a peaceful resolution. He suggested that such engagement could lead to the resumption of military assistance and the formalization of an agreement on mineral rights.
