UAH 7 million for website maintenance: Prosecutor General’s Office reveals how much it paid to Kozytsky family company

The Prosecutor General’s Office confirmed that Finport Technologies Inc. owned by Zynoviy Kozytskyi, the father of the head of the Lviv Regional Administrative Court, Maksym Kozytskyi, had been maintaining the websites of prosecutors’ offices for five years on a non-alternative basis. This is stated in the responses to information requests from the Office of the Prosecutor General, regional and special prosecutor’s offices received by Kommersant Ukrainsky .

Thus, the Office of the Prosecutor General reported that in 2019-2024, according to the contract, PJSC Finport Technologies Inc. was paid UAH 2.6 million for the services provided.

Among the regional prosecutor’s offices that responded to the publication’s request, the Vinnytsia Regional Prosecutor ‘s Office (UAH 468.6 thousand), Volyn Regional Prosecutor’s Office (UAH 411.2 thousand) and Kherson Regional Prosecutor’s Office (UAH 380.9 thousand) paid the most money to a private company owned by Zynoviy Kozytskyi for services related to the provision of licensed software products, development and technical support of websites during this period. The Specialised Defence Prosecutor’s Office of the Central Region (UAH 405.3 thousand) and the Specialised Defence Prosecutor’s Office of the Western Region (UAH 523.2 thousand) also transferred significant amounts to Finport Technologies Inc.

It should be noted that some regional prosecutor’s offices started cooperating with FinPort Technologies Inc. during the full-scale war and paid for services in 2023-2024. For example, Odesa Regional Prosecutor’s Office (UAH 235 thousand), Ivano-Frankivsk Regional Prosecutor’s Office (UAH 293.7 thousand) and Cherkasy Regional Prosecutor’s Office (UAH 218 thousand). And the Khmelnytsky Regional Prosecutor’s Office only this year signed a contract for technical support of the website (UAH 88 thousand).

Thus, the total amount paid by the prosecutors’ offices to Finport Technologies Inc. owned by Zynoviy Kozytskyi, the father of the head of the Lviv Regional State Administration, is at least UAH 7 million. The final amount of payment by the prosecutor’s office for the services of Zynoviy Kozytskyi’s company is unknown, as not all regional prosecutor’s offices have responded to the publication’s information request.

Tuka’s statement

Recently, the former head of the Luhansk Regional State Administration, Heorhiy Tuka, accused Maksym Kozytskyi of a conflict of interest and corruption, given that Finport Technologies Inc. has been “winning the PGO and NAPC tenders for the development of websites for these state institutions on a non-competitive basis” for many years.

Since 2016, FinPort Technologies Inc. has won 201 procurements and concluded contracts worth more than UAH 61 million with government agencies. According to Georgiy Tuka, almost half of the tenders were with a single supplier or were specially announced “for the company”.

Since 2019, Finport Technologies Inc. has been regularly winning tenders for the development and technical support of prosecutors’ websites. Since then, the cost of the company’s services to regional prosecutor’s offices has almost doubled, Tuka pointed out. At the same time, as of the end of 2023, the company had only two fixed assets worth UAH 45,000, which is the equivalent of two laptops, and as of the end of 2022, the value of fixed assets was only UAH 3,000.

“The company, which has been the only alternative provider of technical support services for the websites of the Prosecutor General’s Office and regional prosecutor’s offices for many years and maintains the NACP’s declaration register, has fixed assets worth UAH 45 thousand on its balance sheet. In the event of obligations on the part of Finport Technologies Inc. (for example, due to failure to comply with the terms of the contract), the customer of the services will not be able to claim any actual compensation from the company, since, apart from the authorised capital of UAH 2 million (which may be in illiquid form), the company has no other liquid assets,” Tuka said.

In addition, he pointed to other risks associated with Finport Technologies Inc.’s limited ability to respond promptly to the certified obligations under the concluded contracts. In particular, the company had only 12 full-time employees, two part-time and four part-time.

“Also noteworthy is the significantly lower than the market average wage rates for IT specialists,” Tuka stated.

According to the former head of the Luhansk Regional State Administration, all this calls into question the company’s real ability to fulfil its obligations to customers, and the “exclusive partnership” with the NAPC and the prosecutor’s office makes the owner of Finport Technologies Inc Zinoviy Kozitsky, also “invulnerable to law enforcement agencies”.
