The Budget Committee Submits Draft Resolution on Foreign Experts for Selection of Members of the Accounting Chamber to the Parliament

The Parliamentary Budget Committee has submitted to the Verkhovna Rada a draft resolution on the candidacies of three international experts to the Advisory Group of Experts (AGE), which will elect new members of the Accounting Chamber. This was announced by the chairman of the committee Roksolana Pidlasa, "Komersant Ukrainian" reports.

As Pidlasa noted on Facebook, the official proposals for international experts were received on May 26.

The candidates include:

  • IgorsLudboržs from Latvia – member of the European Court of Auditors, certified auditor since 1994;
  • PascalMounier from France – Senior Auditor at the French Court of Auditors with 24 years of audit experience;
  • LeeSummerfield from the United Kingdom – Director of the National Audit Office of the United Kingdom with 25 years of experience in auditing government programs, including defense.

“The Advisory Group of Experts will consist of six people: three international experts and three representatives of the Verkhovna Rada, with the internationals having a casting vote,” emphasized Pidlasa.

Following the meeting of the Budget Committee on May 30, the draft resolution will be included in the agenda of the Verkhovna Rada. The next step will be a rating vote, which will select three Ukrainian experts from the proposals of the factions.

After that, the Parliament will have to approve the composition of the advisory group of experts by resolution, which requires at least 226 votes. After the approval, the documents from the candidates for the Accounting Chamber members will be accepted for 30 days, starting from the week after the vote.

“I hope that the second and third stages of the selection will take place during the next plenary week, because we will not be in time this time,” the Head of the Committee added.

At the same time, Pidlasa invited everyone to prepare documents for participation in the competition.

She also reminded the main requirements for the candidates: a citizen of Ukraine at least 30 years of age, proficiency in Ukrainian and English or French, at least a master’s degree, at least 7 years of total work experience, at least 5 years of experience in the field of state control (audit), economics, finance or law, and an impeccable business reputation.

As a reminder, on October 30, 2024, the Verkhovna Rada adopted in the second reading the European integration bill No. 10044-d, which amends the Law on the Accounting Chamber and other regulations. The document provides for the reduction of the Accounting Chamber from 13 to 11 members and establishes a decisive vote of international experts in the selection of new members.

The draft law also expands the Chamber’s powers to audit local budgets, state-owned enterprises and extra-budgetary funds.
