Government plans to send 900,000 summonses by mail by the end of the year: details

The Cabinet of Ministers of Ukraine has allocated UAH 71.82 million for the centralised printing of 900,000 summonses to be sent out by the end of 2024. This was reported by Ukrayinska Pravda, citing its own source, according to "Komersant Ukrainian"

“3 In order to strengthen the defence capability of the state, to allocate UAH 71,820 thousand to the Ministry of Defence for the centralised printing of summonses for a reservist or person liable for military service to the district (city) territorial centre for recruitment and social support or its department… and to send the said summonses to persons liable for military service and reservists by registered mail with a list of enclosures and a notification of delivery,”

The decision was made at a meeting on 24 September. According to the Ministry of Economy, it is planned to print 300,000 summonses every month. The Ministry of Finance will allocate funds from the state budget reserve fund.

A report on the use of the allocated funds must be submitted to the Ministry of Economy, the Ministry of Finance and the State Treasury Service by 28 December 2024.

Sending summonses by mail, as reported , the government simplified the mailing of subpoenas on 25 June. Now, a summons will be considered served even if the subscriber did not receive it in his or her hands or pick it up from the post office, but if he or she was duly notified of it, for example, via SMS. These rules actually provide for the possibility of imposing fines in absentia in case of failure to appear under summons.
