Electric scooters are under control: Rada prepares a law that will change traffic in cities

The Verkhovna Rada is close to adopting a law that would regulate the use of personal electric vehicles, such as electric scooters, unicycles, segways, and similar vehicles. This was reported by "Komersant Ukrainian" with reference to the official website of the Ukrainian parliament.
After many years of discussions, document No. 3023 is ready for voting in the second reading. Its goal is to make electric vehicles a full-fledged road user, but with clear safety restrictions.
New status of electric vehicles
According to Oleksandr Gorenyuk, a member of the Servant of the People party and one of the authors of the bill, the key idea of the law is to legalize the use of electric scooters and establish clear rules for everyone.
According to the document, electric scooters and other light electric vehicles will receive the status of a separate category of road users. They will be able to move on bike lanes, and in their absence – on the edge of the roadway.
Only children under the age of seven (under adult supervision) will be allowed to ride on sidewalks, and teenagers from 7 to 14 will be allowed to ride in parks, yards, and squares. In any case, pedestrians have the right of way on sidewalks.
Also, a new sign will be added to the traffic rules – “Electric vehicles are prohibited” – which will allow local authorities to define restricted areas.
Safety is the key motive
Regulation of electric vehicles is long overdue. The last time the Parliament tried to pass such a law was back in 2020, but it did not make it to the second reading.
The reason for returning to the topic is accident statistics. In just nine months of 2025, the police recorded 1144 accidents involving e-scooters, resulting in 14 deaths and 765 injuries.
“This is a matter of safety, not just convenience,” emphasizes Horeniuk.
Cities are already acting independently
As the parliament prepares to vote, some cities are implementing their own rules. The first was Ivano-Frankivsk, which banned electric scooters in the city center in October 2025. The reason is complaints from citizens about the dangerous movement of scooters and pedestrian accidents.
Business response
The e-scooter rental market had a mixed reaction to the initiative. The draft law removed the provision on speed limits – this issue will be regulated by bylaws. There will also be no requirement to provide users with helmets or reflectors.
However, industry representatives criticize the lack of dialog with business.
“We don’t see the business community being involved in the discussion of the final version of the law,” Yulia Malich, Bolt’s head of public policy, told Forbes.
Dmitry Popov, founder of the Jet Ride service, agrees that the law is needed, but considers it to be incomplete:
“It is illogical to ban electric scooters from driving where bicycles can. The death rate among scooter users is much lower.
Business model and prospects
Despite the war and population decline, Ukraine’s electric transport market is growing. According to Popov, the number of sharing operators has doubled over the past three years. The average ride receipt in Kyiv is UAH 45-50, and the business margin reaches up to 40% per year.
The main expenses of companies are logistics and fleet maintenance, but the level of vandalism remains low – about 1% of the fleet per year.
European context
Ukraine is not in a vacuum: discussions about e-scooters are taking place all over Europe. Paris, Madrid, and Romania’s Piatra Nămţi have completely banned their use, and Prague will do so in January 2026. Barcelona, London, and Rome have strict restrictions.

The Ukrainian draft law tries to find a balance between safety, comfort, and market development, so that light electric transport becomes not a problem but a part of systemic urban traffic.
It is worth reminding that the e-scooter rental market is actively developing in Ukraine – despite the military risks, the number of operators and users is growing. Sharing services are available not only in Kyiv but also in major regional centers such as Lviv, Dnipro, Odesa, Ivano-Frankivsk, and Ternopil. The main players in this market are international and Ukrainian companies that implement European mobility standards.
Key rental operators
Bolt is the largest and most popular micromobility service in Ukraine. In addition to taxi and delivery services, the company offers electric scooter and bicycle rentals. Bolt actively cooperates with city authorities on traffic safety and speed limits, and is gradually expanding its coverage.
Kiwi is a Czech-originated operator operating in Kyiv. Its app allows you to quickly find the nearest scooter, unlock it, and pay for the ride. Kiwi focuses on ease of use and accurate geolocation.
Scroll is a Georgian brand that cooperates with the American company Bird. Present in the capital, it positions itself as a service with a European level of safety: scooters are equipped with light elements, and tariffs are adapted to urban traffic conditions.
Vzhooh is a Kyiv-based local operator that operates in the central and adjacent districts of the city. Its peculiarity is the emphasis on the reliability of equipment and controlled areas of use to avoid conflicts with pedestrians.
Bikenow is a service that combines bicycle and electric scooter rental. It focuses on eco-friendly transportation and often cooperates with business centers and educational institutions, where it sets up its own rental stations.
Jet Ride is a Ukrainian operator that specializes exclusively in electric scooters. The company is actively developing its own infrastructure and advocates for clear legislative regulation of this area.

It is worth emphasizing that the Ukrainian micromobility market remains highly profitable even in difficult economic conditions. According to operators, the average receipt of a trip in Kyiv is about UAH 45-50, and business profitability can reach 30-40% per year. Logistics and maintenance are the biggest costs, but demand for e-scooters continues to grow.
If the government passes a law regulating personal electric vehicles, the market is expected to become more structured and cooperation between cities and operators to become more efficient. This will make e-scooters a safer and more stable part of urban mobility.
