The country’s chief expert on luxury lifestyles has lost his post: what is known about his successor

The Ministry of Justice of Ukraine has decided not to extend the contract with Oleksandr Ruvin, who has been heading Kyiv Scientific Research Institute of Forensic Expertise for over 13 years. As of January 1, Maxym Kyselyov will take over his duties, "Komersant Ukrainian" reports.
The new head of Kyiv Scientific Research Institute of Forensic Expertise was announced by the Ministry of Justice. The order to appoint Maksym Kyselov as the acting director of Kyiv Scientific Research Institute of Forensic Expertise was signed by Olha Stefanishyna, Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine – Minister of Justice of Ukraine, on January 1, 2025.
“One of the main priorities of the new head is to ensure stable and effective work of the Kyiv Scientific Research Institute of Forensic Expertise. We place special emphasis on establishing the crimes of armed aggression of the Russian Federation, damages to the state and citizens, solving problems in the context of Ukraine’s restoration, and developing international cooperation,”
– commented Deputy Minister of Justice Andriy Haichenko.

What is known about Maxym Kyselyov
There is little information about the official on the Internet. According to the Ministry of Justice itself, Maxym Kyselyov was born in 1979. In 2002, he received a law degree in the National Academy of Internal Affairs of Ukraine.
He has 23 years of experience in the field of law. He is an Honored Lawyer of Ukraine.
Since 2019, he has worked as the Director of the Department of State Enforcement Service of the Ministry of Justice of Ukraine.
Why Oleksandr Ruvin was fired
Oleksandr Ruvin headed KFI for more than 13 years and lost his position because the Ministry of Justice simply refused to sign a new contract with him.
Under his leadership, the Institute has repeatedly been at the center of scandals related to the conduct of examinations in high-profile cases, such as “Rotterdam”, the Nasirov case and others.
Earlier, journalists of the Schemes program suggested that Ruvin might lose his position due to his alleged second citizenship, Israeli, which he declared when applying for access to state secrets.
In addition, back in 2021, Bihus.info journalists conducted an investigation that showed that Ruvin’s lifestyle and wealth did not correspond to his declared income. The country’s former chief expert and his wife drive luxury cars and live in an elite residential complex, with apartments costing a million euros each.
However, after this investigation, Ruvin continued to head KFI until December 31, 2024.
