The Cabinet of Ministers of Ukraine has decided to allocate 29.4 million hryvnias to support the activities of the Oleksandr Dovzhenko National Film Studio, according to "Komersant Ukrainian".
The funds are allocated through a reallocation of the Ministry of Culture’s state budget expenditures for 2026.
Where the funds came from
The funding was reallocated among state programs.
Specifically:
- funds were redirected from the strategic communications and information security program;
- it was directed toward the state film support program.
Why the studio needs help
According to the Ministry of Culture and Strategic Communications of Ukraine, after the start of the full-scale war, the film studio found itself in a difficult financial situation.
Among the reasons:
- a decrease in the number of orders;
- low studio utilization;
- accumulated debt, which hinders the company’s operations.
Where the money will go
According to Deputy Prime Minister and Minister of Culture Tetiana Berezhna, the budget funds will be used to cover the enterprise’s basic expenses.
Specifically:
- payment of salaries to employees as of January 1, 2026;
- payment for utilities and energy.
This will allow the studio to allocate at least 90% of its own revenue, after paying taxes, toward repaying the debt accumulated as of April 1, 2026.
What the government expects
The Cabinet of Ministers of Ukraine believes that this decision will help stabilize the studio’s operations.
Specifically, this involves:
- preserving and researching Ukrainian cinematic heritage;
- promoting Ukrainian cinema in Ukraine and abroad;
- supporting the activities of one of the country’s oldest film production centers.
The Oleksandr Dovzhenko National Film Studio is one of Ukraine’s most famous film studios, named after director Oleksandr Dovzhenko.
Previously, the government had already allocated funds to support the studio and assist with debt repayment.
In addition, the Ministry of Culture and Strategic Communications of Ukraine granted the affiliated Oleksandr Dovzhenko National Center the status of being critically important to the functioning of the economy during this special period.
