Ukraine is planning a large-scale mortgage program for teachers, doctors, military personnel, and internally displaced persons, according to the head of the tax committee

Due to the shortage of affordable housing in Ukraine, the government is preparing a new social mortgage program that will allow people to purchase an apartment with a low-interest loan.

This was stated in an interview with the YouTube channel "Komersant Ukrainian" by Danylo Getmantsev, a member of parliament and chairman of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy.

The current state program, “Oselya,” which was intended to assist teachers, medical professionals, and scientists, has proven ineffective: since 2022, fewer than 50,000 people have taken advantage of the program, of whom only 10% are social workers and educators.

Over 500,000 people are on the waiting list, but most are turned down due to limited budgets and banks’ requirements for a stable income.

“The program is good in concept, but in practice it does not meet citizens’ needs. That is why we are working on a fundamentally new initiative that needs to be scaled up and made accessible to socially vulnerable groups,” explained Getmantsev.

According to him, the new program will include:

  • a 25-year mortgage at 3% per annum;
  • a down payment of no more than 10%;
  • an initial allocation of one million apartments for teachers, doctors, military personnel, internally displaced persons (IDPs), families with children with disabilities, and large families;
  • funding from the state, bank liquidity, and international aid.

The MP also noted that Ukrainians’ need for housing has risen sharply: the pre-war figure of one million families has been joined by an additional 4 million internally displaced persons and Ukrainian refugees abroad who plan to return. Consequently, the new program is designed to help the widest possible range of citizens purchase their own homes.
