Military personnel will be barred from gambling

The Cabinet of Ministers of Ukraine, based on recommendations from the Ministry of Defense, adopted a resolution launching a mechanism to restrict military personnel’s access to gambling during the period of martial law.

This is stated in a press release from the Ministry of Digital Transformation, as reported by "Komersant Ukrainian".

“Its goal is to protect military personnel from the risks of gambling addiction and to minimize the associated security risks. Technical preparations are currently underway to launch automatic verification through state electronic registries,” the statement reads.

How access will be blocked

When registering or logging into a legal casino, user data will be automatically verified not only against the Registry of Persons with Restricted Access to Gambling but also against the Registry of Military Personnel, which is being implemented by the Ministry of Defense.

If the system confirms that a person is currently serving in the military, access to the game will be blocked.

At the same time, gambling operators will receive only information regarding the existence of a restriction on access to gambling, without any indication of the grounds for its application.

It is noted that technical preparations are currently underway to launch automatic verification through state electronic registries.

“Currently, PlayCity and the Ministry of Defense are working on the necessary changes and populating the registries, which will enable automatic verification of gambling access restrictions,” the statement reads.

In general, data exchange with government resources will be carried out through the “Trembita” electronic interaction system.

In April of this year, the Association of Ukrainian Gambling Operators (AUGB) proposed to the Ministry of Digital Transformation a mechanism for blocking military personnel with gambling addictions, with the participation of military unit commanders.

At that time, it was noted that instead of restricting access for more than 1 million military personnel and adding all service members to a registry of gambling addicts, access to gambling should be blocked only for those service members who suffer from gambling addiction.

The AUOGB also proposed that the Cabinet of Ministers establish a special procedure for applying additional restrictions on military personnel’s participation in gambling for the duration of martial law, as well as grant the market regulator the direct authority, based on a request from a military unit commander, to enter information about a service member into the registry of individuals with restricted access to gambling.

As reported, on March 20, the Ministry of Digital Transformation released for public discussion a draft resolution of the Cabinet of Ministers “On Approval of the Procedure for Restricting Military Personnel’s Visits to Gambling Establishments and Participation in Gambling,” which provides for a complete ban on access to gambling for all military personnel through the synchronization of registries of military personnel and individuals with restricted access to gambling.

The government was proposed to introduce a mechanism whereby each player would be checked to determine whether they are a military personnel; for this purpose, gambling organizers (a total of 34 licenses have been issued by the regulator “Play.City has issued a total of 34 licenses) would send a request to the military personnel registry.
