The State Banks’ Favorite IT Contractor: Despite AMCU Sanctions, S&T Ukraine Retained State Contracts Worth Millions

State-owned banks have invested more than 1.3 billion hryvnia in the purchase of IT equipment and technology solutions from the state-owned enterprise “ES END TI Ukraine” (S&T Ukraine). In total, since its inception, the company has signed contracts with government clients worth more than 4.3 billion hryvnias, becoming one of the largest IT contractors in the public sector. At the same time, in 2025, the company was subject to a decision by the Antimonopoly Committee of Ukraine (AMCU) regarding anti-competitive concerted actions during tenders and is currently in the process of being dissolved. This was reported by "Komersant Ukrainian", citing data from public registries.
According to the Unified State Register of Legal Entities, in 2025 the company’s founders decided to dissolve the legal entity through reorganization. Yuriy Lysetskyi has been appointed head of the liquidation commission.
Who is behind S&T Ukraine?
ES & TI Ukraine has been operating in the Ukrainian market since 1996. The company specialized in building corporate information systems, telecommunications infrastructure, network solutions, data storage systems, cybersecurity, and the supply of computer equipment.
Despite its extensive cooperation with government agencies, the company is not state-owned. Systems & Technologies LLC holds 100% of the corporate rights, and Yuriy Lisetskyi and Olga Degtyarchuk are listed as the ultimate beneficial owners in state registries .

Contracts Worth Billions
According to data from the Prozorro system and open-data analytics platforms, the state-owned enterprise “ES & TI Ukraine” has won more than 300 government tenders. The total value of the contracts awarded exceeded 4.3 billion UAH.
The company was primarily contracted to supply:
- server equipment;
- data storage systems;
- network infrastructure;
- Wi-Fi solutions;
- telecommunications equipment;
- software;
- comprehensive IT solutions for government agencies.
The most loyal client is the state-owned banking sector
A distinctive feature of the company’s order portfolio is that its key clients were specifically in the state-owned banking sector.
According to Opendatabot, just five financial institutions provided the company with over 1.33 billion UAH in contracts:
- Oschadbank JSC — 527.9 million UAH;
- JSC “Sens Bank” — 408.0 million UAH;
- JSC “Ukreximbank” — 262.7 million UAH;
- PrivatBank JSC — 119.1 million UAH;
- National Bank of Ukraine — 21.7 million UAH.
AMCU Decision and Tender Ban
On June 19, 2025, the Administrative Board of the Northern Interregional Territorial Branch of the Antimonopoly Committee of Ukraine adopted Decision No. 60/121-r/regarding State Enterprise “ES END TI Ukraine” and LLC “Specialized Information Systems.”
The Committee found evidence of anti-competitive concerted actions during the companies’ participation in public procurement.

After the decision took effect, the company was added to the list of business entities whose participation in government tenders is restricted by law for a specified period.
The company’s most recent successful bids in government tenders, accordingly, date back to June 2025.
The company’s 2024 financial statements show revenue of 1.319 billion UAH and net income of 16.27 million UAH. At that time, the state-owned enterprise employed 52 people.
Corporate reorganization?
The registries indicate “the entry of a decision by the founders (participants) of the legal entity S&T Ukraine regarding the dissolution of the legal entity as a result of its reorganization.”
Not the end of the story
ES EN TI UKRAINE LLC (SNT), which is also owned by Yuriy Lysetskyi and Olga Degtyarchuk and was founded by SYSTEMS AND TECHNOLOGIES LLC (similar to the AMCU-sanctioned state-owned enterprise “ES AND TI Ukraine”)—has been winning dozens of government tenders since July 2025. In particular, this includes the very same state-owned banking institutions —JSC “SENS BANK,” JSC “Oschadbank,” and JSC “Ukreximbank.”
Since the beginning of 2026, the company’s tender sales have already exceeded 128 million UAH.
