Kirilenko: DTEK, MHP, and Interpipe Show Signs of Being Monopolists

In an interview with LIGA.net, Pavlo Kyrylenko, head of the Antimonopoly Committee of Ukraine, named the companies that show signs of holding a monopoly position, according to "Komersant Ukrainian".
The list of companies that, according to Antimonopoly Committee Chairman Pavlo Kyrylenko, hold a dominant (monopolistic) position includes the privately owned companies DTEK, MHP, and Interpipe.
“DTEK exhibits signs of a monopoly in certain markets for electricity transmission and distribution services,” says Pavlo Kyrylenko.
According to Kirilenko, the Antimonopoly Committee is currently conducting oversight activities in the electricity distribution and sales markets and investigating DTEK’s operations.
“If we look at the consumer goods and food markets, the MHP Group and the Interpipe Group show signs of a monopoly,” says the head of the AMCU.
As a reminder, MHP currently develops 15 food brands. These include “Nasha Ryaba,” “Legko,” “Bashchynskyi,” Skott Smeat, RyabChick, and others.
The Interpipe Group, owned by businessman Viktor Pinchuk, specializes in the manufacture of steel pipes and railway products, covering the entire production cycle from steel smelting to finished goods.
DTEK is part of the SCM Group (System Capital Management investment group, ed.). Its ultimate beneficiary is Rinat Akhmetov.
Among the natural monopolies, Kyrylenko noted Ukrzaliznytsia, Ukrenergo, the Naftogaz Group, and GTS Operator Ukraine LLC. According to the official, their monopoly status stems from the technical nature of their operations.
The head of the Antimonopoly Committee emphasized that the mere existence of a monopoly environment does not constitute a violation of competition law—unlike the abuse of that position.
