The competition for the management of IDS Ukraine will be restarted: what is known

The assets of IDS Ukraine, the producer of Morshynska and Myrhorodska mineral waters, will once again be put up for tender to determine a manager. The previous procedure had to be canceled due to a series of technical complaints that effectively blocked the selection process.
This was reported in an interview with Interfax-Ukraine by Yaroslava Maksymenko, acting head of the National Agency for the Identification, Search, and Management of Assets, according to "Komersant Ukrainian".
Why the competition had to be canceled
According to Maksymenko, 12 similar complaints were filed against the procedure by entities associated with the plant. This effectively paralyzed the selection of an administrator.
The situation was further complicated by the new law on ARMA reform. It stipulates that all procedures that were not completed by January 30, 2026, are automatically canceled and must be repeated under the new rules.
As a result, the competition for the management of IDS Ukraine’s assets will have to be re-announced.
The largest asset in ARMA’s portfolio
According to the agency, the IDS group is the largest asset transferred to its management.
This includes not only manufacturing enterprises, but also:
- corporate rights of eight companies;
- trademarks;
- industrial designs.
ARMA states that it has already contacted law enforcement agencies due to possible attempts to withdraw resources from companies, which could reduce their economic value.
At the same time, legal proceedings are ongoing
Meanwhile, the High Anti-Corruption Court of Ukraine is considering a case regarding the possible seizure of these assets for the state.
The schedule of court hearings has already been set until the summer. Until a final decision is made, ARMA must ensure the preservation of the company’s production activities and market positions.
For such complex assets, the government plans to form a special commission to select an administrator.
How the story of the assets unfolded
The conflict surrounding IDS Ukraine has been going on for several years.
- In 2022, the court seized the company’s shares and funds belonging to Russian businessman Mikhail Fridman.
- In March 2023, ARMA transferred management of the company to Karpatski Mineralni Vody, the producer of Karpatskaya Dzherelna water.
- In April 2025, the agreement with this manager was terminated.
At the time, the agency explained that the company refused to work under the terms of the agreement because the law restricts cooperation with sanctioned owners.
After that, ARMA announced a new tender through the Prozorro system in November 2025, but this procedure was also eventually canceled.
What will happen next
Now the agency plans to completely restart the tender for the management of the IDS group under new rules.
Pending a final court decision, the state is trying to find an administrator who can maintain the production and market position of one of the largest mineral water producers in Ukraine.
