Kucherenko: Estimates for construction of Ukrenergo shelters are overestimated by 2-3 times

Estimates for the construction of shelters at Ukrenergo’s facilities are several times too high. This was stated by Oleksiy Kucherenko, First Deputy Chairman of the Verkhovna Rada Committee on Energy, Housing and Utilities, MP, in an interview with the YouTube channel "Komersant Ukrainian".

“I can give you 98% that the estimates for each type of work are 2-3 times too high. We traveled with construction colleagues who know how much concrete, rebar, and design costs. They bored both the Ukrenergo representative and the Recovery Agency representative with their questions. And they immediately said, “Guys, you have a minimum of a x3 coefficient. Therefore, I have a very specific claim against Kudrytskyi (former head of Ukrenergo),” Kucherenko emphasized.

The politician explained that even if the amount of abuse at Ukrenergo’s facilities was less, the company’s CEO acted irresponsibly, as he did not stop the implementation of the dubious project.

“He should have been the first to say out loud, and to the president in the first place, that this third level of shelters is an adventure. But he behaved absolutely childishly,” the MP said.

According to Kucherenko, the current financial situation of Ukrenergo is critical.

“You realize that Kudrytskyi has secured a loan for Ukrenergo. This is a state-owned company that has a huge portfolio of loans that are unclear where they went. These loans have to be serviced. When he came in 2019-2020, loan servicing was at the level of 370 million hryvnias per year. It was not much. And in 2024, it was already UAH 9.7 billion. And all of this is included in the tariff charged to us,” Kucherenko said.

As a reminder, the Accounting Chamber conducted an audit of the shelter construction program implemented by the State Agency for Reconstruction and Development of Infrastructure under the then-head of Mustafa Nayem.
