Kyiv Metro overpaid UAH 160 million for the delivery of cars from Poland

Kyiv Metro overpaid UAH 160 million for the delivery of 60 subway cars from Poland donated by European partners. This was reported by the State Audit Service based on the results of the audit, "Komersant Ukrainian" reports

It is noted that the real market value of such transportation is UAH 30 million. It turned out that the average market value of freight forwarding services for the organisation of international transportation of one metro car from Warsaw to Kyiv is UAH 0.5 million.

Instead, Kyiv Metro paid UAH 3.15 million for each delivered carriage.

“According to the accounting records, full payment for the transportation of all 60 cars that arrived from Poland was made in the total amount of UAH 189.34 million. At the same time, according to the results of research of open sources of information, the estimated cost of providing such services could have been only about UAH 30 million,” the statement said.

It is noted that 6.3 times more money was spent from the capital budget than the situation required.

Experts also noted that the winning company, which delivered the wagons to Kyiv, apparently made its debut in the field of freight forwarding services. Thus, in 2022-2023, it did not provide these services to any other market participants. The transportation of wagons from Poland to Kyiv is its only experience in this area.

However, the auditors were unable to conduct a counter-check because they were not allowed to visit the company.

The head of the service, Alla Basalaeva, recalled that after the full-scale invasion, the Government temporarily suspended financial control measures for local budgets. However, in September 2022, such audits were resumed.

Therefore, the State Audit Service has now sent a letter of assistance to the National Police.

It is worth noting that the overhaul of the Sviatoshynsko-Brovarska line of the Kyiv metro was carried out under a “secret contract” with an inflated price of over UAH 60 million. The director of the construction company is suspected of embezzlement.
