Lisovyi said at what stage is the draft law on vocational education

The draft law “On Vocational Education” has already been finalized and submitted to the Secretariat of the Cabinet of Ministers for processing and putting to a vote.

This was stated by Minister of Education and Science Oksen Lisovyi during an hour of questions to the government in the Verkhovna Rada, "Komersant Ukrainian" reports.

“As for the law on vocational education, this draft law was finalized in close cooperation with the Education Committee, trade unions, the Federation of Employers and industry business associations. After numerous discussions, it has been finalized and submitted to the Cabinet of Ministers’ Secretariat. Now we are working together on this draft law, and I hope that in the coming weeks it will be put to a vote in the Cabinet of Ministers,” the Minister said.

According to him, the document is quite revolutionary, although it contains certain compromises reached in the process of approval by the central executive body. It provides for the gradual transition of vocational education institutions to another organizational and legal form – municipal non-profit enterprises.

“We plan to implement short- and medium-term programs for training adults, internally displaced persons and veterans, among others. In addition, we envisage rapprochement with business, significantly increasing the influence of business on the activities of these future municipal non-profit enterprises. A great emphasis is placed on dual education in vocational institutions. The law also enshrines other important innovations,” said Lisovyi.

The minister added that the process of infrastructure modernization is closely linked to future policy changes in vocational education.

In addition, the Minister said that the total state budget for education has increased by 40% in two years.

“Significant funds are now being allocated and invested in changes in education – record-breaking, despite the war and financial challenges. In two years, the total state budget for education has increased by 40%: from 143 billion to 199 billion. Such attention to education has never been seen before,” said Lisovyi.

He noted that the largest share of the education budget is allocated to salaries for teachers who work in extremely difficult conditions. In total, it is UAH 115 billion, including an additional UAH 12 billion for additional payments to at least partially increase the level of teachers’ salaries. According to him, the total amount of funds allocated for teachers’ salaries has increased by 12%.

“Another UAH 150 million has been allocated to improve the professional qualifications of teachers, which is an important component of the education reform. Last year, this subvention under the NUS amounted to UAH 100 million. In addition, UAH 6.2 billion has been allocated to create a safe educational environment, including the construction of shelters and underground schools,” the minister said.

Mr. Lisovyi noted that UAH 2.836 billion has been allocated for free meals for primary school children. In addition, UAH 1.6 billion is allocated for the purchase of school buses, which will primarily provide access to the educational process for students in rural areas.

“UAH 540 million is allocated for the modernization of workshops and laboratories in vocational education institutions. The work we started last year has already yielded practical results this year. We are opening 100 workshops in different areas of training. We will build at least the same number this year,” the Minister said.

He added that another UAH 500 million has been allocated to upgrade fire protection systems in educational institutions, and UAH 304 million is an important subvention to provide education for people with special educational needs.
