Signal messenger has suspended cooperation with Ukrainian law enforcement agencies. What is the reason?

The Signal messenger has stopped responding to requests from Ukrainian law enforcement amid political changes in the United States.

This was stated by Deputy Chairman of the National Security and Defense Council (NSDC) Serhiy Demediuk during his speech at the Kyiv International Cyber Resilience Forum 2025, Forbes reports , "Komersant Ukrainian".

“While political changes are taking place in the United States, Signal has stopped responding to law enforcement requests. Previously, the messenger responded to similar requests,” Demediuk said on the sidelines of the forum.

According to the NSDC deputy head, Signal had a separate channel for communication with Ukrainian law enforcement. He suggests that the lack of communication from the messenger’s administration may be temporary.

“Previously, Telegram was the only messenger that did not respond to law enforcement requests. Now Signal has joined it,” Demediuk added.

He noted that law enforcement agencies most often contact messenger administrations because of phishing and financial fraud.

“After Durov’s detention in France, the situation with Telegram has improved – they have provided a tool through which law enforcement officers can communicate with the messenger’s administration,” Demediuk added.

Signal messenger was attacked by Russian hackers

Google’s Threat Intelligence Group reported that the APT44 hacker group (also known as Sandworm) and other hackers with ties to Russia have invented new ways to spy on Signal accounts used by the Ukrainian military and government officials. Kommersant Ukrainian reported on this.

As noted in a study by the Google Threat Intelligence Group, this is often done through malicious QR codes, as well as through devices captured on the battlefield. Google recommended that all Signal users update the app to the latest version.
