What the state spent UAH 3.16 trillion of the state budget on: analysis of expenditures for 10 months

According to the State Treasury Service, the expenditures of the general fund of the state budget in January-October amounted to UAH 3.16 trillion, which is 19.1% more than in the same period in 2024. This was reported by the press service of the Ministry of Finance, "Komersant Ukrainian" reports

Below, we explain where the budget funds went and how the structure of expenditures has changed.

In January-October 2025, the total amount of cash expenditures of the general fund of the state budget amounted to UAH 3.16 trillion, which is UAH 507.2 billion (19.1%) more than in the same period last year. In particular, UAH 346.8 billion was spent in October.

Security and defense: a key priority

In the first ten months of 2025, the following was allocated for defense needs:

uAH 2 trillion (63.3% of all general fund expenditures)
In October – UAH 220.6 billion

This includes funding for the army, purchases of equipment, ammunition, gear, and support for other security agencies.

Wages: the largest budget item

According to the economic classification, salaries accounted for the largest expenditures:

uAH 1.26 trillion in January-October
In October – UAH 133.1 billion
The share in the total amount is 39.9%

Compared to the previous year, labor costs increased by UAH 220.7 billion (21.2%).

Social security: pensions, subsidies, and allowances

The total amount is UAH 524.4 billion (16.6% of expenditures).
In October, it amounted to UAH 49.4 billion.

The funds were allocated for:

transfer to the Pension Fund to finance the payment of pensions, allowances and pension increases;
social protection of children and families, protection of citizens in difficult life circumstances, to support low-income families
payment of housing subsidies and benefits to citizens for the payment of housing and communal services, purchase of solid and liquid heating oil and liquefied gas;

Compared to 2024, social spending increased by UAH 58.4 billion (12.5%).

Goods and services: equipment, fuel, medicine

Expenditures in this area amounted to

uAH 458 billion for ten months
In October – UAH 60.7 billion
Share – 14.5%

The funds were used for:

supporting the Armed Forces of Ukraine and other military formations and law enforcement agencies. This includes the purchase of military equipment, weapons, ammunition, defense products, personal protective equipment (helmets, body armor and other special equipment), fuel and lubricants, food, and utility bills;
transfers by the National Health Service of Ukraine for the implementation of the program of state guarantees of medical care for the population;

Subsidies and transfers to organizations

Total expenditures:

uAH 384.4 billion (12.1%)
In October – UAH 37.3 billion

Financed:

purchase of goods to meet the needs of the Armed Forces of Ukraine;
ensuring the functioning of the Entrepreneurship Development Fund;
medical measures under certain state programs and complex programmatic measures;
