Nayem tries to absolve himself of responsibility for Trypillia TPP – Yuzhanina

Ukrainian MP Nina Yuzhanina has accused Mustafa Nayem, head of the State Agency for Infrastructure Recovery and Development, of trying to absolve himself of responsibility for the lack of security at domestic energy facilities, including the Tripoli TPP. She wrote about this in Telegram, according to Komersant ukrainskyi
Yuzhanina quoted Nayem’s column, in which he writes that all protective structures of energy facilities were approved by the General Staff of the Armed Forces of Ukraine and other state bodies.
“The Restoration Agency protects only a part of the power distribution network facilities, but not all of them. We are working on protecting 22 Ukrenergo distribution substations with the second and third levels of protection – from drones and missiles. Importantly, the design documentation in terms of the types of protective structures and the nature of engineering equipment was agreed upon by the General Staff of the Armed Forces of Ukraine, the State Emergency Service and NPC Ukrenergo,”
– nayem wrote in his column on NV.ua.
In response, MP Nina Yuzhanina noted that Nayem was trying to avoid responsibility in this way. She added that the MPs expect Nayem and the Restoration Agency to provide a report on the funds spent on the safety of the facilities and the measures taken.
“Is this to immediately remove the issue from the Recovery Agency, which he heads? Or what? I think our advice will be correct: PREPARE A REPORT, GENERALITIES WILL NOT DO,”

Who is to blame?
On the night of 11 April, the Russians destroyed the Trypillia thermal power plant in the Kyiv region in a massive attack with missiles and drones, and Centrenergo lost 100% of its generation.
As it turned out, the State Agency for the Restoration and Development of Infrastructure is partly responsible for security at Ukrainian energy facilities. However, they said that the agency is responsible for the construction of protective structures for 22 Ukrenergo power substations. The agency is not involved in the construction of protective structures at Centrenergo’s facilities, including Trypillia TPP.
“We are protecting individual Ukrenergo facilities, 22 substations. We did not build defences at Centrenergo’s facilities… Work is ongoing to protect 22 Ukrenergo substations from missile attacks. During the recent massive missile attacks, some of them were hit. Due to the sensitivity of the information, we cannot disclose which ones, but we have already emphasised that the protection at these facilities worked,”

on 13 September 2023, Prime Minister of Ukraine Denys Shmyhal said that the government had allocated an additional UAH 9.7 billion to protect critical infrastructure in the fuel and energy sector. After the destruction of the Trypillia TPP, Centrenergo said that it had not received these funds. Instead, the company performed first-level physical protection of critical elements of the TPP on its own.
“The company has completed 100% of the first-level physical protection of critical elements of our TPPs on its own… This protection protects against fragmentation damage. Not from direct missile hits. It is impossible to fully protect the facilities with this alone… In a statement dated 13 September 2023, Prime Minister Denys Shmyhal said that the Government had allocated an additional UAH 9.7 billion to protect the critical infrastructure of the fuel and energy sector. That is, the entire fuel and energy sector! Not just Trypillia TPP,”
