New level of Diya: how artificial intelligence will help Ukrainians with documents

In 2025, the Ministry of Digital Transformation of Ukraine announced a new stage in the development of the Diia app. The service will soon receive artificial intelligence-based functionality, which will allow Ukrainians to receive automated responses to inquiries, consultations, and assistance in real time, said the head of the ministry, Mykhailo Fedorov, reports "Komersant Ukrainian".

According to him, the updated Diia will become an analog of ChatGPT, but with a clear focus on public services and legal support.

“AI has changed the consumer culture. Anything that doesn’t look like ChatGPT, Gemini, or other models raises questions about how to use it. To create the best user experience, we need to transform Diia into an AI product,” Fedorov said.

“The main goal is to make public services even more accessible. Thanks to the built-in artificial intelligence, users will be able to ask questions in natural language, and the system will provide accurate answers based on official databases, legislation, and reference information. For example, users will be able to find out how to apply for childbirth assistance, change their place of registration, or file a complaint – without searching the menu, just by asking a text question.

In the future, there will be even more: voice communication, automatic sending of inquiries, and full 24/7 digital support.

The first version of the new interface is planned to be launched by the end of 2025. The Diia team is already testing the basic logic of dialogs and working on training the model on Ukrainian government documents. At the same time, special attention is paid to privacy: no personal information will be stored without the user’s consent, and all responses will be generated in accordance with the current legislation.

Experts note that this could be a breakthrough in the digital transformation of the state. If the new version of Diia lives up to expectations, it will not only facilitate communication with government agencies, but also set a new standard for digital governance. Ukraine is among the first countries in the world to try to implement such a model at the national level.

“Diia to become a marketplace: the platform will be spun off into a separate company with a possible IPO

The Ministry of Digital Transformation has announced a new stage in the development of the Diia platform – it is now moving to the monetization stage. According to Deputy Prime Minister Mykhailo Fedorov, the commercial model will be launched in May 2025, and the first profits are expected in June. This means that Diia is now not only providing convenient access to public services, but is also starting to earn money.

One of the first areas of monetization is document sharing. Every month, Ukrainians open tens of thousands of bank accounts online with the help of Diia. In just one day, 22 thousand such accounts were created through monobank. Financial institutions are interested in a convenient and fast digital service, so they are willing to pay for the use of sharing functions.

In connection with the transition to the new business model, the Ministry plans to spin off Diia into a separate state-owned company. Mykhailo Fedorov noted that this will allow for flexible investment, cooperation with business, and scaling of the ecosystem. In the future, Diia is considering an IPO, i.e. a public offering on the stock exchange.

The key goal is to turn Diia into a marketplace for government and commercial services where businesses can integrate their products using the platform’s technical base. Thus, Diia is transforming from a digital service for public services into a large-scale technology ecosystem with the potential for commercial growth without losing its social significance.

The project remains under state management, but will focus not only on budget funding, but also on the market value of the product and performance. This opens up new opportunities for both the development of digital services infrastructure and the attraction of innovative solutions from the private sector.
