Oversight of payment systems: what changes will the NBU’s new distribution bring?

The National Bank of Ukraine has published a list of important payment infrastructure facilities based on the results of monitoring in 2025 as part of its oversight function, according to "Komersant Ukrainian".

Systemically important — no changes

As in previous years, the NBU’s Electronic Payment System (EPS) remains the only systemically important payment system in Ukraine. It is through this system that the majority of interbank settlements are made.

The status of “systemically important” means increased requirements for continuity of operations, risk management, and corporate control.

Who is in the “important” category

The NBU has included five operators in the list of important payment systems:

  • Visa
  • Mastercard
  • PrivatMoney (PrivatBank JSC)
  • NovaPay
  • Financial World

The list of important technological operators of payment services remains unchanged:

  • EASI DICI PROCESSING LLC,
  • Ukrainian Processing Center PJSC,
  • TAS LINK LLC.

How importance is determined

The National Bank notes that the distribution is carried out annually based on the volume of transactions and types of services in accordance with Resolution No. 187 (2022) of the Board, taking into account the changes in 2025.

This approach is in line with international practice: the regulator is strengthening its oversight of the infrastructure on which the stability of the financial system depends. For certain categories, increased requirements are set for cyber security, incident management, and business continuity.

The list is being updated against the backdrop of changes in the rules for payment system oversight, which the NBU reviewed earlier. The regulator seeks to unify monitoring standards and procedures for responding to possible infrastructure breaches.
