First tender of the Restoration Agency: construction of a checkpoint in Vinnytsia region

The Centralized Procurement Organization under the State Agency for the Restoration and Development of Infrastructure of Ukraine has announced the first tender. It involves the procurement of technical supervision services for the construction of a new Bronnytsia-Ungur checkpoint, "Komersant Ukrainian" reports.
About the tender
- Object: new construction of an automobile border crossing point in Vinnytsia region.
- Procurement system: Prozorro.
- Estimated cost: uAH 1 856 787 including VAT.
- Requirements to the contractor:
- monitoring compliance with design decisions and construction standards;
- checking the quality, scope and cost of works in accordance with the design and estimate documentation;
- compliance with national standards and regulations.
Preliminary market consultations
The Agency held a series of meetings with expert communities to agree on technical requirements:
- August 2025: consultation on primary (mobile) shelters – 17 Ukrainian and 1 international company participated.
- september 10, 2025: discussion of weigh-in-motion (WIM) systems, with 7 companies, including 2 international companies, discussing technical specifications, operation and financing.
These steps were aimed at ensuring competitive conditions and transparency of the upcoming tender.
The role of the Central Procurement Organization
The CPO was established by the government on April 1, 2025, to centralize public procurement in the field of
- construction and maintenance of roads;
- development of project documentation for regional recovery services;
- implementation of projects of the Management Group and the Agency’s subsidiaries.
The idea is to optimize processes, reduce costs and increase the effectiveness of quality control.
It is planned that CPO tenders will become the main mechanism for restoring infrastructure after the war, including checkpoints, roads, and critical infrastructure.
The draft budget for 2026 allocates UAH 22.3 billion for this purpose, which demonstrates the strategic importance of a centralized approach and transparent procurement procedures.
