Companies will be able to book employees without military registration: details of the new law

President of Ukraine Volodymyr Zelenskyy has signed Law No. 4630-IX, which amends the organization of labor relations under martial law. The document expands the possibilities for booking employees who have violations in military records but work in critical areas. This is stated in the document card, "Komersant Ukrainian" reports
What the new law provides for
The law allows temporary reservation of employees liable for military service in enterprises, institutions and organizations that are
- are recognized as critical to the economy or work in the defense industry;
- do not have or have an incorrectly executed military registration document;
- are not registered with the military or have not updated their personal data;
- are wanted for evasion of military registration (except as provided for in Articles 336 and 337 of the Criminal Code of Ukraine, i.e. for refusal to be mobilized or evasion of service).
How does the reservation work?
The reservation is valid only once a year.
The purpose is to allow employees to fix problems with military registration without losing their jobs and reservation status.
The reservation does not exempt from liability – if a person fails to correct the violation within the established time limit, he or she may be held administratively or criminally liable.
What changes for employers
A maximum probationary period of 45 days has been established for employment in the defense industry.
The employer has the right to dismiss an employee if he or she fails to eliminate violations of military registration within the specified period.
This means that companies can retain key specialists even if they have temporary problems with military documents. But the responsibility for fixing them remains with the employee.

Why it is important
During martial law, companies in critical industries such as energy, defense, transportation, IT, and communications face staff shortages. The new law is designed to ensure the continuity of the economy without violating the requirements of military accounting.
In fact, it is a compromise between the needs of the army and the economy: the government gives employees a chance to legalize their records and businesses a chance not to lose specialists.
What’s next
Law No. 4630-IX comes into force on the day of its official publication.
The government should develop bylaws that will clarify the reservation mechanism and the procedure for checking military records of such employees.
