“Pulse for business: the state launches a full-fledged digital feedback platform in 2026

The state digital platform Pulse, which moderates business requests and generates analytics based on artificial intelligence, will receive the status of a full-fledged state mechanism for business interaction with the government starting January 1, 2026. The relevant decision was made by a resolution of the Cabinet of Ministers, the Ministry of Economy, Environment and Agriculture reports .

What is known about the platform

“Pulse creates a unified digital infrastructure for a dialogue between entrepreneurs and the state: it collects signals from businesses, moderates appeals, provides feedback, and automatically generates analytics. In 2026, this tool will be officially integrated into the public administration system.

First results

According to the Ministry, the platform has already collected more than 338,000 ratings, nearly 30,000 comments and more than 300 appeals from verified entrepreneurs from across the country. At the same time, the Ministry of Economy presented the first public analytical dashboard of Pulse.

How the analytics works

The key feature of the dashboard is that it automatically records every comment from entrepreneurs without manual intervention or editing. The ministry emphasizes that this guarantees the authenticity of the “voice of business” and forms a live database of the real state of the business climate. The data is available for analysis by region, responsible authorities, and economic sectors.

Why the government and business need it

The government expects that open data and continuous real-time analytics will help make fact-based management decisions and make the dialogue between the government and entrepreneurs more predictable and transparent.

What is asked of entrepreneurs

To ensure effective consideration of appeals, businesses are advised to provide correct and structured information: a description of the problem, region, responsible authority, industry, and their own role in the business. It is this feedback that forms the basis of analytics that further influences government decisions.

The launch of Pulse fits into the overall digitalization of public services

Earlier, the government announced the revision of more than 1,300 state regulatory instruments, the launch of sectoral dashboards and new digital services for businesses and the public. It is expected that starting in 2026, Pulse will become one of the key tools for deregulation and interaction between business and the state.
