The SBU struck a blow against “Lukoil-Permnaftorgsintez”—one of the largest oil refineries in Russia

The Security Service of Ukraine (SBU) reported that on the night of Tuesday, July 29, an oil refinery “Lukoil-Permnaftorgsintez” in Perm, Russia—more than 1,500 kilometers from the border, according to "Komersant Ukrainian".
According to the security service’s statement, a fire broke out at the refinery following a drone strike. Preliminary reports indicate that the primary oil refining unit—one of the facility’s key processing units—is on fire.

The Perm refinery is one of the largest in Russia, with a capacity of nearly 13 million metric tons per year. It supplies fuel to both the civilian sector and the Russian military.
“Striking such refineries is of strategic importance, as they produce fuel for the military equipment, aviation, and logistics of the occupying army. In addition, the oil refining industry remains one of the main sources of revenue for the Russian Federation’s budget, which is used to finance the war against Ukraine,” the SBU noted.
Zelenskyy Confirmed Strikes on Ryazan and Occupied Crimea
Ukrainian President Volodymyr Zelenskyy also confirmed strikes on an oil refinery and a logistics center in Ryazan, Russia.
In addition, he reported strikes on an export terminal and a military facility in the Rostov region of the Russian Federation, as well as a strike on the base for high-speed boats of the Russian Black Sea Fleet in occupied Crimea.
“Russia must feel that every day of this war will come at an ever-greater cost to it. We must weaken the aggressor and continue to apply pressure to bring this war to an end,” the president emphasized.
The Ryazan Oil Refinery is owned by PJSC “Rosneft” and is one of the largest oil refining enterprises in the Russian Federation. The refinery has previously been the target of Ukrainian attacks on multiple occasions. As reported by Reuters, the facility completely halted operations following the strike on May 15. D
