A technocrat and manager without real estate: what is known about the new head of the Kyiv Regional State Administration Mykola Kalashnyk?

President of Ukraine Volodymyr Zelenskyy has signed a decree appointing Mykola Kalashnyk as the head of the Kyiv Regional State Administration. The relevant document No. 176/2025 was published on the website of the President’s Office on March 21, 2025, "Komersant Ukrainian" reports.
“Mykola Kalashnyk is a man with experience and reputation. He has shown efficiency during the most difficult periods. Kyiv region needs a strong team, and I am sure that it has it,” Zelensky said, introducing the new head of Kyiv region.
Kalashnyk himself commented on his appointment as head of the Kyiv Regional State Administration in the following words:
“I am sincerely grateful to Volodymyr Oleksandrovych and the Government for their trust. It is a great honor and at the same time a great responsibility to work for the benefit of Kyiv region, a fortress region that did not allow the enemy to approach the capital of Ukraine. Kyiv region needs not only restoration but also a new stage of development. I understand what important tasks are on the agenda. In my work, I will primarily focus on ensuring the defense capability of the region and supporting the Armed Forces of Ukraine. I am convinced that the basis of development is cooperation with communities, business and civil society. I believe that we can overcome today’s challenges by joining forces and working in a coordinated manner. I am open to dialogue and constructive suggestions. I count on support and effective cooperation,” he said.
How did the public react to the appointment of Mykola Kalashnyk as the head of the Kyiv Regional State Administration?
The current Minister of National Unity Oleksiy Chernyshov said:
“Kalashnyk is a system manager with experience in crisis management. During the war, he showed that he can make quick decisions. The appointment is logical.”
European Solidarity MP Iryna Gerashchenko emphasized:
“Kyiv region is of key importance as a rear and strategic region. The security, logistics and coordination of aid depend on the head of the regional state administration. We wish Mr. Kalashnyk efficiency, but we will keep a close eye on him.”
The head of the Servant of the People faction, David Arakhamia, said:
“The President clearly sends a signal: he appoints managers, not politicians. Kalashnyk has been working in the region since the first days of the invasion, so he knows what to do.”
Context
The previous head of the regional state administration, Ruslan Kravchenko , was fired on March 20, 2025. The change of leadership in Kyiv region took place against the backdrop of intensified reconstruction programs and preparations for a new wave of decentralization. The new head of the Kyiv region is expected to focus on infrastructure, energy independence of the region, and community security.

Born on May 22, 1990 in Kyiv.
In 2013, he graduated from the Kyiv National University of Trade and Economics with a degree in Foreign Economic Activity Management, qualification – Master of Foreign Economic Activity Management. In 2018, he graduated from the National Academy for Public Administration under the President of Ukraine with a degree in Regional Management, Master of Public Administration.

Total work experience is over 12 years, civil service experience – 11 years.

2011-2012 – customs broker at VENT-SERVICE LLC.
2012-2013 – economist, contract and claims economist, deputy head of the department of the Municipal Enterprise “Directorate for Management and Maintenance of Non-Residential Fund of Darnytskyi District of Kyiv”.
2013-2017 – Chief Specialist of the Department for Communal Property; Chief Specialist, Head of the Department for Communal Property and Privatization of the State Housing Fund of the Darnytskyi District State Administration in Kyiv.
2017-2020 – Chief of Staff of Darnytskyi District State Administration in Kyiv.

According to the annual declaration of Mykola Kalashnyk, which he filed on March 29, 2024, he does not own any real estate. Instead, Anastasia Kalashnyk, his wife, owns several apartments. These are:
- an apartment with an area of 49.7 m2 worth UAH 161 thousand 180, which Anastasia Kalashnyk acquired ownership of on December 4, 2012;
- an apartment with an area of 20.5 m2 for UAH 513 thousand 610. The property was acquired on December 18, 2018;
- an apartment with an area of 43 m2 worth UAH 1 million 740 thousand 552. The right of acquisition was registered on April 7, 2021.
Mykola Kalashnyk himself owns a 2017 Mercedes-Benz GLC 300, which he purchased in May 2020 for UAH 445,791.
The newly appointed head of the Kyiv Regional State Administration also has funds in bank accounts:
