Those who wish to become the new director of the Bureau of Economic Security can now apply

The commission for the competition for the position of director of the Bureau of Economic Security has announced the terms and conditions for submitting documents. MP Yaroslav Zheleznyak informed the public about this, according to "Komersant Ukrainian".

According to the parliamentarian, the procedural conditions of this competition are much better than even the competitions for the heads of other anti-corruption bodies.

“I want to see who will try to ‘hack’ it from the government. And the deadline for the IMF is the end of February 2025,” Yaroslav Zheleznyak wrote on Telegram.

Thus, the deadline for submitting candidates’ documents started on December 24. They can be submitted until January 24, 2025 inclusive.

Who has the right to apply for the BES leadership?

A citizen of Ukraine who is:

is at least 35 years old;

has a higher legal and/or economic education with a degree of at least a specialist (master’s) degree

has at least 10 years of work experience in the specialty;

has at least 5 years of experience in managerial positions in public authorities, enterprises, institutions, organizations, regardless of ownership;

is fluent in the state language;

be of high integrity and competence;

capable of performing the relevant official duties by virtue of their business and moral qualities, educational and professional level, and health status.

How candidates will be evaluated

The competition will be conducted by a commission approved by a Cabinet of Ministers’ resolution. Those who want to head the Bureau of Economic Security will have to overcome several stages of rigorous evaluation. These include

– anonymous testing of general skills;

– anonymous testing of knowledge of the law;

– completion of practical tasks by the Candidates to test their professional practical skills, which are developed at the request of the Commission by independent experts from among scientists;

– completion of practical tasks by the Candidates to test their organizational and leadership skills;

– assessing the Candidates’ personal competencies through testing and interviews with a psychologist.

– verification of the candidates’ compliance with the integrity criterion after testing general skills.

It is especially emphasized that the indicators of the integrity criterion are independence, honesty, impartiality, integrity, good faith, adherence to ethical standards and demonstration of impeccable behavior in professional and personal life, absence of doubts about the legality of the sources of property origin, compliance of the standard of living with the declared income, compliance of the candidate’s lifestyle with his/her status.

The candidates will also have an interview to discuss the results of the research.

Upon completion of the interviews with all candidates who have passed the interview and special verification provided for by the Law of Ukraine “On Prevention of Corruption” and the verification provided for by the Law of Ukraine “On Purification of Government”, the Commission at a meeting by open vote separately for each candidate determines no more than two candidates who have the best professional experience, knowledge and personal qualities to perform the official duties of the Director of the Bureau of Economic Security of Ukraine, as well as meet the criteria of professional competence and integrity.

Candidatures of the winners (the winner’s candidacy), which have been approved by the decision of the Commission, are submitted to the Cabinet of Ministers of Ukraine

Who will evaluate the candidates

The Ukrainian side in the Commission will be represented by the members of the Commission appointed by the Cabinet of Ministers:

deputy Chief Scientific Secretary – Head of the Strategic Development Department of the National Academy of Legal Sciences Oleh Hilyaka

professor of the Department of Financial and Tax Law of the State Tax University Tetiana Matselyk

yuriy Ponomarenko, Head of the Department of Criminal Law at the Yaroslav Mudryi National Law University;

The commission will include:

James Wasserstrom – Founder and Executive Director of the Foundation for Integrity and Asylum, Toronto, Canada, Founder and Executive Director/Senior Consultant of The Wasserstrorri Group, Thessaloniki, Greece;

Donatas Malaskevičius – Head of the Lithuanian Police Liaison Office to EUROPOL, Corruption Prevention Expert of the EU Project on Strengthening the Resilience of Integrated Border Management in Ukraine (EU4IBMResilience), implemented by the International Center for Migration Policy Development (ICMPD).

Laura Stefan is the founder and executive director of the Expert Forum (EFOR), an international expert on anti-corruption reform for the European Commission, the World Bank, the United Nations Development Program, the Organization for Economic Cooperation and Development (OECD), and the Head of the Regional Anti-Corruption Initiative.

On June 20, the Verkhovna Rada adopted draft law No. 10439 on the reboot of the Bureau of Economic Security as a whole. International experts will have a decisive vote in the selection of the BES director. The BES reform is directly tied to the allocation of funds from the EU under the Ukraine Facility program.
