Three years of full-scale war: how many medical institutions were destroyed by Russians in Ukraine

Russia’s full-scale invasion of Ukraine has caused significant losses in the healthcare sector. The Ministry of Health has published statistics on the enormous damage caused to the system over the three years of the full-scale invasion, "Komersant Ukrainian" reports
Systematic shelling and attacks on civilian infrastructure, including medical facilities, have complicated the provision of medical care in areas close to the fighting.
The scale of destruction
Over the three years of the war, Russian forces damaged and destroyed 2,285 medical facilities. Of these, 1984 buildings received varying degrees of damage, and 301 were destroyed to the ground.
Hospitals in Kharkiv, Donetsk, Mykolaiv, Kyiv, Chernihiv, Dnipro, Kherson and Zaporizhzhia regionssuffered the greatest losses .
It is impossible to obtain complete information on the destruction of medical facilities in the temporarily occupied territories.
In addition to the destruction of buildings, Russian attacks have resulted in the loss of emergency medical transport. In particular, 242 ambulances were damaged, another 273 were destroyed, and 80 were stolen by the occupiers.
Damage assessment and funding needs
According to an estimate prepared by the Government of Ukraine in cooperation with the World Bank and the European Commission, the healthcare sector needs about $17 billion to recover. Of this, $3.6 billion is needed in 2024-2026.
However, due to the ongoing enemy attacks, these figures may increase.

Restoration of medical facilities
Despite the difficult situation, Ukraine continues to rebuild medical facilities. So far, 594 medical facilities have been fully restored, and another 370 have been partially restored.
Most hospitals and outpatient clinics have been repaired in Mykolaiv, Dnipro, Kyiv, Kharkiv, Kherson and Chernihiv regions.
In 2024, 124 medical facilities were successfully rebuilt and put into operation, including:
- Chernechchyna Primary Health Care Center;
- Chernihiv Regional Hospital (Department of Oral and Maxillofacial Surgery);
- Makariv Primary Health Care Center;
- Bashtanka Multidisciplinary Hospital in Mykolaiv Oblast;
- Borodyansky Primary Health Care Center.
Thanks to the UNITED24 platform, we managed to raise significant funds for the restoration of medical infrastructure. In 2024, six projects for the reconstruction of medical facilities were implemented, of which three have already been completed.
Support for healthcare in the frontline regions
Access to medical services in the frontline areas continues to be restored. In particular, modular primary care clinics and mobile stations for ambulances are being set up in regions affected by shelling. This project is implemented in partnership between the Ministry of Health of Ukraine and the World Health Organization.
The Ukrainian government, international organizations and charitable foundations continue to work on restoring the medical infrastructure to ensure that citizens have access to quality and timely medical care despite the difficult security situation.
