Gas stations in Ukraine may stop working in March: why

Starting March 1, all gas stations in Ukraine may be shut down. This was announced on February 17 by MP Nina Yuzhanina on her Telegram channel, [romersant] reports.

The reason is that from March 1, only cash registers that generate fiscal checks in the new form approved by the order of the Ministry of Finance No. 601 can be used.

Currently, no cash registers can be modified and updated, as the National Bank, the Ministry of Finance and the State Tax Service have not approved a new protocol for transferring information from cash registers to the State Tax Service, taking into account the new form of fiscal check. Yuzhanina emphasizes that it is currently unknown when this approval will take place.

She emphasized that only traditional (hardware) cash registers are allowed to be used at gas stations, so starting March 1, gas stations must either stop selling fuel and close, or they will operate in violation of the law and will be fined 150% of the cost of fuel sold.

“I have repeatedly written that the period for issuing fiscal checks in the old form should be extended (at least for six months). But the Ministry of Finance does not hear me,” Yuzhanina wrote.

It is worth noting that a cash register (payment transaction registrar) is a term in Ukrainian legislation that defines a fiscal cash register as a means of state control over the circulation of non-cash and cash funds, accounting of goods, registration of services rendered and settlement transactions.

The devices authorized for use are included in the “State Register of Payment Transaction Recorders” by an order of the Ministry of Revenues and Duties of Ukraine. It consists of two parts: a list of cash register models allowed for initial registration with the tax authorities and a list of cash register models whose initial registration (certificates of conformity) has expired. Regardless of which part of the State Register a cash register model is located in, it may be used by a business entity in accordance with the provisions of the Law on the Use of Cash Registers.

Types of payment transaction recorders

  • Electronic cash register (a payment transaction recorder that additionally provides pre-programming of the name and price of goods (services) and accounting for their quantity, printing of payment and other reporting documents).
  • Electronic cash register (a registrar of payment transactions that additionally provides for accounting for the quantity of goods (services) sold, the name of the goods (services), and printing of payment and other reporting documents).
  • Computerized cash register system (a payment transaction recorder made with the use of computer tools, which additionally performs technological operations determined by the scope of its application and provides printing of payment and other reporting documents).
  • Electronic taximeter (a registrar of payment transactions that additionally provides pre-programming of fares and accounting for the cost of passenger transportation services).
  • A vending machine (a payment transaction recorder that automatically issues (provides) goods (services) for cash or using payment cards, tokens, etc. and ensures appropriate accounting of their quantity and cost).
