Personnel changes in the Ministry of Defence: what is known

The Cabinet of Ministers has dismissed Ivan Havryliuk from the post of Deputy Minister of Defence and appointed him First Deputy Minister of Defence, and also appointed Oleksandr Balanutsa Deputy Minister of Defence for European Integration. This was reported by MP, representative of the government in the Verkhovna Rada Taras Melnychuk, reports [Kommersant]

Rustem Umerov has been without a first deputy since February, when Oleksandr Pavlyuk was fired. He became the commander of the Land Forces.

Havryliuk was deputy defence minister. Now, the government has appointed him to the post of First Deputy to Rustem Umerov, the head of the Defence Ministry.

The government also appointed Oleksandr Balanutsa as Deputy Defence Minister for European Integration.

In addition, the Cabinet of Ministers dismissed Lyudmyla Akimova from the post of deputy head of the National Qualifications Agency.

What is known about Havryliuk

Ivan Havryliuk is a lieutenant general of the Armed Forces of Ukraine. He was an advisor to the Commander of the Logistics Forces of the Armed Forces of Ukraine and the Head of the Main Logistics Department, as well as Deputy Chief of the General Staff of the Armed Forces of Ukraine.

It is also known that from April to August 2022, he was the head of the Ukrainian working group at the Coordination Centre for Assistance in Germany.

Havryliuk joined the Ministry of Defence after Rustem Umerov was appointed Minister. On 5 October 2023, the Cabinet of Ministers appointed Ivan Havryliuk as Deputy Minister of Defence for Military and Technical Policy.

On the first day of the full-scale war, he was drafted for military service during mobilisation for a special period and appointed Head of the Communications and Information Systems Department of the Logistics Forces Command of the Armed Forces of Ukraine.

What we know about Balanutsa

Balanutsa has been Ambassador to Kuwait since 2019.

From 2003 to 2006, he worked as a chief specialist, head of department, head of the International Cooperation Department at the Ministry of Finance of Ukraine and the State Committee for Financial Monitoring of Ukraine.

From 2007 to 2012, he worked as a senior lecturer, associate professor of the Department of Banking and Financial Monitoring at the Faculty of Finance and Banking of the National University of the State Tax Service of Ukraine.

From 2012 to 2015, he was a doctoral student at Kirovohrad Volodymyr Vynnychenko State Pedagogical University.

From 2016 to 2019. Consul-Counsellor of the Consulate of Ukraine in Dubai, UAE.

on 21 March 2019, he was appointed Ambassador Extraordinary and Plenipotentiary of Ukraine to the State of Kuwait.

It should be noted that earlier the media wrote that the current Minister of Defence Rustem Umerov would take the place of the dismissed Kubrakov.
