Ukraine to receive $35 billion in aid: key decisions from Ramstein

Another meeting of the Ramstein Contact Group on Ukraine’s defense took place in Brussels. As a result, the allies pledged to provide Ukraine with $35 billion in new military aid, focused primarily on strengthening air defense, financing the production of Ukrainian drones and missiles, and protecting critical infrastructure. This was announced by Ukrainian Defense Minister Mykhailo Fedorov and British Defense Minister John Healey after the talks, according to "Komersant Ukrainian".

Ukraine presented its defense strategy for 2026

During the meeting, the Ukrainian delegation presented to its allies its vision for a defense strategy for 2026, which includes 18 specific projects. Among the key areas are the development of domestic missile and drone production, as well as the creation of specialized drone assault units.

Particular attention is paid to air defense, as Russian ballistic missiles remain the main threat.

“We critically need the means to intercept ballistic missiles, as Russia is trying to destroy our critical infrastructure this winter,” said Ukrainian Defense Minister Mykhailo Fedorov.

According to him, Ukraine is already receiving PAC-3 missiles as part of the international PURL program, but full protection requires increased funding and supplies.

Ukrainian President Volodymyr Zelensky has identified air defense as one of the state’s key priorities. In 2026, it is planned to create a multi-level air defense system that will more effectively counter Shahed-type kamikaze drones and long-range unmanned aerial vehicles.

The UK will provide a record aid package of over $680 million

The UK has announced one of the largest military aid packages to Ukraine. Defense Minister John Healey said that London will provide more than $680 million to strengthen Ukraine’s air defense.

“£150 million for PURL Air Defense interceptors, £400 million for 1,000 light multi-purpose missiles, and an additional 1,200 air defense missiles with partners from the Air Defense Consortium,” he announced, as quoted by Suspilne.

At the same time, Gilli called for increased aid to Ukraine.

“We need to dig deeper into our reserves and our pockets. Nothing is impossible for Putin. He kills Ukrainian children in their beds, destroys hospital wards, plunges entire cities into darkness and cold. In 2025, Ramstein raised $45 billion in military aid for Ukraine. In 2026, we must achieve better results and raise our ambitions. And make no mistake, Putin is watching what we are doing today. Let him see that we are more united and determined than ever to support Ukraine,” the minister stressed.

Germany is ready to transfer Patriot missiles with the support of its allies

Germany has also announced its readiness to strengthen Ukraine’s air defense. Defense Minister Boris Pistorius said that Berlin is ready to transfer five Patriot PAC-3 interceptor missiles to Ukraine if other allies provide another 30 such missiles.

“This is about saving lives. It’s a matter of days, not weeks or months,” Boris Pistorius stressed.

According to him, allies can provide up to 35 interceptor missiles in total.

Ukraine strengthens air defense and requests sanctions against Russia’s “shadow fleet”

In addition to military aid, Ukraine has called on its partners to increase sanctions pressure on Russia, in particular to restrict the activities of the so-called “shadow fleet,” which is used to circumvent sanctions and finance the war.

Ukraine has also begun organizational changes in the field of air defense, including:

  • personnel decisions in the air defense system;
  • the creation of new units;
  • the development of a multi-level system of protection against drones and missiles;
  • strengthening the production of its own weapons.

Ramstein remains a key mechanism for military support to Ukraine

The Ramstein Contact Group remains the main international platform for coordinating military aid to Ukraine. According to the allies, in 2025, partners provided Ukraine with $45 billion in support, and in 2026, this figure may increase.

The new $35 billion package should help Ukraine strengthen its defenses, protect its energy infrastructure, and improve the effectiveness of its air defense in the face of constant attacks by Russia.
