Ukraine’s Unified Register of Qualifications is now operational: you can find out the salaries for various professions

Ukraine has launched the Unified Register of Qualifications—the Classification of Occupations. It is currently in a pilot phase. This was reported by the Judicial and Legal Gazette, as cited by "Komersant Ukrainian".
The registry allows for the systematization and storage of information on professions, professional qualifications, professional standards, and qualification centers.
“The system is open to the public: every family and every Ukrainian can view descriptions of professions and qualifications, including information on salary levels,” the report states.

As noted by the Verkhovna Rada, Polish colleagues described the system as “revolutionary,” created at a cost approximately 15 times lower than theirs, and within a timeframe previously considered unattainable.

How the registry will work
As previously stated by the chair of the Verkhovna Rada Committee on Social Policy and the Protection of Veterans’ Rights, access to the Registry will be free and open to all users.
“Citizens will be able to find the addresses of qualification centers, professional requirements, and opportunities for professional growth. Employers will be able to use the data for recruitment, developing job descriptions, and planning employee development,” explained the Verkhovna Rada representative.
On April 15, 2025, the Verkhovna Rada adopted in the second reading a bill it had initiated to improve the national qualifications system, which was subsequently signed by the President. The law took effect in May.
“Bill 9630 provides for the development of professional standards for modern professions, the systematization of information on qualifications, and the elimination of outdated and overly bureaucratic procedures in the labor market. As a result, the system should become more transparent and contribute to the development of the labor market.”
A key aspect is granting the National Qualifications Agency the authority to create and maintain the Unified Register of Qualifications—the Classification of Occupations. The law also provides for the digitization of data and its synchronization with other databases, which will ensure more effective interaction between various institutions.
“The main goal of the bill is to create a Unified Register of Qualifications, which will combine the existing National Classifier of Occupations and the Directory of Qualification Characteristics.”
The authors of the bill note that the current reference books and classifiers of professions contain outdated information, are not coordinated with each other, and do not account for new specialties, particularly in the IT sector or green technologies. Because of this, employers often face difficulties in finding specialists and defining job responsibilities.
