Ukrainians are moving abroad en masse: NBU names main reasons for migration growth

The massive increase in the number of Ukrainians leaving the country may be due to increased Russian shelling of civilian infrastructure and the permission to leave for men aged 18-22.
This is stated in the macroeconomic and monetary review of the National Bank of Ukraine, "Komersant Ukrainian" reports.
According to UN and Eurostat data cited by the NBU, almost as many people left Ukraine from October 3 to November 14, 2025, as in the previous nine months. As of November 14, there were 5.9 million Ukrainian migrants outside Ukraine. Compared to the previous data update of October 3, their number increased by 128,000 – almost as many as in the period from January to September (166,000).
NBU analysts believe that the sharp increase in departures may have been caused by Russia’s intense attacks on civilian infrastructure, as well as the introduction of the possibility of traveling abroad for men aged 18-22.
