Ukrainians who transfer bank cards to others will be put under supervision: what it means

Ukrainians have been warned of the serious consequences of transferring their bank cards to other people. Such persons will be included in a special register of dropers, after which they may be restricted in financial transactions and even blocked from receiving a pension.

This was stated by Danylo Hetmantsev, chairman of the Verkhovna Rada’s Finance Committee, in an interview with Novosti.LIVE, "Komersant Ukrainian" reports.

According to him, a bill is already being prepared to create a register of drops – people who knowingly transfer their bank cards to third parties.

“And yes, we were approached by the National Bank and the committee’s lawyer to amend the laws to create a register of drops. That is, when a person transfers his or her card, and it is recorded that he or she transfers his or her card to someone, he or she is included in the drops register, and his or her financial transactions are significantly limited. They are limited to some very basic ones,” explained Hetmantsev.

According to him, once a person is included in the register, he or she will be effectively excluded from the financial system:

“They will not be lent by banks, they are actually limited in their financial life. This draft law will be introduced just the other day. On Monday, it will be registered in the Verkhovna Rada.”

Mr. Hetmantsev emphasized that the new rules are aimed not only at combating tax evasion but also at stopping criminal schemes that use drops.

“Dropships are used for drug trafficking. This is the main scheme. Droids are used for terrorism and money transfer. That is, this is a huge disaster that must be fought,” he said.

The politician emphasized that most people who agree to hand over their cards are aware of the risks.

“As a rule, they do. They may not know the nature of the transaction. But if I come up to you and say: give me a card, I will use it and pay a thousand hryvnias for it. You can predict in your mind that I will not buy ice cream. That is, I want to do something bad,” Hetmantsev gave an example.

He called on Ukrainians to never hand over their bank cards.

“You should not give your card to anyone. By the way, I want to address our viewers. Never give your card to anyone. You will end up in the register of fraudsters, you will not be able to receive a pension, even if you have earned your card somewhere in the market,” the MP warned.

Mr. Hetmantsev also explained that in the future banks will be able to completely limit the possibilities of such persons even after opening new accounts.

“I understand that in the future, a person whose card has been included in the drops register will either not be able to open a new card, for example, in another bank, or if he does, these card functions will still be very limited. We are talking about limited payments,” he added.
