Amendments to anti-corruption legislation came into force in Ukraine

A law signed by the president a few days ago has come into force in Ukraine. The document introduces important changes to anti-corruption legislation, in particular regarding the Register of Corrupt Officials, declaration and illicit enrichment, "Komersant Ukrainian" reports.

The law, passed by the Verkhovna Rada earlier this month, revises the thresholds of liability for officials:

  • The threshold of administrative and criminal liability for false declarations has been raised – now liability is incurred for more significant discrepancies between the submitted declaration and the actual property status.
  • The thresholds for criminal liability for illicit enrichment have been lowered – even smaller amounts of unjustified wealth gain may be grounds for proceedings.
  • The circle of persons who may be held liable for illicit enrichment has been expanded – now not only public officials, but also a number of other categories of persons performing public functions or working with public funds fall under the law.

In addition, the document updates the approach to the formation of the Corrupt Practices Register – more categories of offenders will now be included in it, and the data from the register will be more fully available for verification during the appointment process.

The law is part of a broader effort to reform the anti-corruption system and fulfill Ukraine’s commitments to its international partners. It is expected to increase the accountability of officials while ensuring a more accurate and fair approach to assessing violations.
