The average salary has grown in Ukraine: which industries are leading the way

In October 2025, the average salary in Ukraine increased by UAH 290 to UAH 26,913. Despite the slight increase, statistics show a significant gap between different sectors of the economy – from high salaries in IT to minimum wages in education. This was announced by the chairman of the parliamentary committee on finance, tax and customs policy, Danylo Hetmantsev, on his Telegram channel, "Komersant Ukrainian" reports

Who earns the most: three market leaders

According to the State Statistics Service, in October, the highest average salaries were recorded in the following industries:

  • IT – 65 047 UAH (717 UAH);
  • air transportation – UAH 56,854 (-174 UAH);
  • financial and insurance activities – UAH 53,971 (UAH 3,265).

These sectors traditionally remain the highest paid in the economy, maintaining a stable demand for qualified professionals.

The lowest paid industries

The list of industries with the lowest salaries includes the social and cultural sectors. In particular:

  • education – 16,984 UAH (83 USD);
  • libraries, museums, archives – 14,531 UAH (-705 UAH);
  • creativity, art and entertainment – UAH 14,809 (unchanged).

According to Hetmantsev, low incomes of educators remain one of the most acute personnel problems.

Teacher salaries: why the situation is critical

Hetmantsev emphasizes that teachers in Ukraine still receive some of the lowest salaries in the country. This imbalance, he believes, is unacceptable for a system that directly affects the quality of education and the future of human capital.

That’s why the government managed to defend the decision to significantly increase teachers’ salaries.

New minimum salary for teachers – starting from UAH 21 thousand in 2026

The budget for 2026 envisages an increase in the minimum salary for teachers to UAH 21,000. This will be the first step towards a systematic review of teachers’ salaries and bringing them closer to the national average.

“The first step towards fair salaries for Ukrainian educators in 2026 has been made. More will follow,” Hetmantsev said.

The increase is part of a broader budget decision aimed at supporting critical social professions.

How the financial situation of teachers will change

Starting in January 2026, teachers will receive

  • a new minimum salary: from UAH 21,000
  • increased surcharges and allowances calculated from the updated base;
  • possible adjustment of the tariff scale, which will allow to equalize the imbalance between different categories of teachers.
