From hospitals to shelters: what will be financed under the Ukraine Recovery Program III

The Ministry of Community and Territorial Development has approved 23 infrastructure projects for funding under the Ukraine Recovery Program III. These are projects in the Sumy, Kharkiv, and Chernihiv regions, according to "Komersant Ukrainian".

The decision was made following three meetings of the expert working group responsible for preparing and implementing joint projects between Ukraine and the European Investment Bank (EIB).

Where the projects will be implemented

The approved initiatives cover three regions that have suffered significant damage as a result of hostilities or systematic shelling.

  • Sumy region — 8 projects
  • Kharkiv region — 9 projects
  • Chernihiv region — 6 projects

In general, the projects involve the restoration of medical, educational, water, and protective infrastructure.

Sumy region: medicine, shelter, and water supply

In Sumy region, funding has been approved for eight projects, including:

  • reconstruction and repair of medical facilities in the Konotop and Okhtyrka communities;
  • construction of shelters in the Duboviazivska and Sumy communities;
  • reconstruction and repair of sewage and treatment networks in the Hlukhiv and Sumy communities;
  • construction of two water pipelines in the Trostyanets community.

Kharkiv region: from hospitals to kindergartens

The largest number of projects — nine — were approved for the Kharkiv region. They include:

  • emergency repair work and major repairs to medical facilities in the Derhachi, Balakliya, and Kharkiv communities;
  • overhaul of educational institutions in the Pechenizka and Berestynska communities;
  • reconstruction of water supply systems in the Balakliya and Slobozhansky communities;
  • restoration of the waterworks in the Pechenizka community;
  • construction of a shelter in a kindergarten in the Bilyayivska community.

Chernihiv region: shelters and water drainage

Six projects have been approved in Chernihiv region, including:

  • construction of a water pipeline in the Horodnya community;
  • construction of shelters in preschool and medical facilities in the Bereznyanska and Ichnia communities;
  • construction of shelters in the Bobrovytsia and Oster communities;
  • modernization of the drainage system in the Nizhyn community.

Who is financing and with what funds

The projects are being implemented as part of the Ukraine Recovery Program III (Tranche B), which is being jointly implemented by the Government of Ukraine and the European Investment Bank.

The total amount of the financial agreement is €100 million. The funds are being used to restore critical infrastructure and improve community safety.

The Ukraine Recovery Program III is part of systematic cooperation with international financial institutions. At the same time, the government is launching experimental mechanisms to support communities, including the creation of a municipal (social) rental housing fund.

Recently, 25 territorial communities from different regions of Ukraine have applied to participate in this project.

Once the projects have been approved, the communities will be able to proceed with concluding contracts, conducting procurement, and starting work. The projects will be implemented in stages under the supervision of the government and the EIB.
