Martial law and mobilization extended in Ukraine: what the Rada decided

The Verkhovna Rada has extended martial law and general mobilization in Ukraine for the 18th time. This was reported by "Komersant Ukrainian" with reference to the broadcast of the Rada session.

The Rada extended martial law in Ukraine for another 90 days, until May 4. At the parliamentary session on January 14, 333 MPs voted in favor.

Separately, 312 MPs voted to extend general mobilization for another 90 days, until May 4.

Martial law and general mobilization in Ukraine have been extended for the 18th time. It was first introduced on February 24, 2022, on the first day of Russia’s full-scale invasion of Ukraine.

On January 12, President Volodymyr Zelensky registered draft laws in the Verkhovna Rada to extend martial law and general mobilization in Ukraine for another 90 days, until the beginning of May.

Martial law has been in effect in Ukraine since the start of Russia’s full-scale invasion on February 24, 2022. Since then, the Verkhovna Rada has regularly voted to extend it every 90 days, along with the general mobilization regime.

The president last signed the relevant laws on October 30, extending both regimes for another three months.

At the end of December 2025, Volodymyr Zelensky emphasized that martial law could only be lifted after Ukraine received real security guarantees from international partners, in particular from the United States. According to him, without such guarantees, the state cannot consider the war over, as there is still a risk of renewed aggression from Russia.

Last time, the Verkhovna Rada extended martial law and general mobilization on October 21, 2025.

Bills on the extension of martial law and mobilization are regularly adopted before the expiration of the previous ones.

Martial law and mobilization in Ukraine

On February 24, 2022, President Volodymyr Zelensky announced the introduction of martial law throughout Ukraine. The Verkhovna Rada voted to introduce martial law.

On the same day, in connection with Russia’s aggression and the introduction of martial law in Ukraine, restrictions on travel abroad for men aged 18 to 60 came into force.

Since then, martial law and mobilization in Ukraine have been extended several times.

There is an option to cancel martial law throughout the country or in certain parts of it until its expiration. To do this, the president must issue a decree. The condition is that there is no threat to national security and territorial integrity.
