Yaroslavsky retained the Koncha Zaspa field for himself

Oleksandr Yaroslavsky and his company have retained control over the Koncha Zaspa sand deposit thanks to a ruling by the Supreme Court of Ukraine, "Komersant Ukrainian" reports citing NADRA info.
The decision was made on December 26, 2024. The court dismissed the claim of the Deputy Prosecutor General to cancel the special permit No. 6304 for sand mining in the Dnipro River in Kyiv region because it was filed more than four years late.
Slavutychbudpostach has been holding the permit to develop the Vostochna area of the Koncha Zaspa deposit since 2018, having obtained it under the approval procedure without prior geological study.
Since July 2021, following the NSDC decision, the prosecutor’s office has been massively challenging such special permits. The courts satisfied the prosecutors’ claims only in cases where the claims were filed on time. In cases where the statute of limitations had expired, such as in the cases of Rudomain and Main Extraction, the courts refused to consider them.
“Since February 2022, Slavutychbudpostach has been controlled by the founder of DCH Group, Oleksandr Yaroslavsky, through ZNVKIF Smart Capital PJSC with an indirect share of 79.44%. Earlier, another company of Yaroslavsky’s, Sosnivsky Grancarrier, lost its special permit for granite mining at the Klesivske 2 deposit in Rivne region by a court decision.

Oleksandr Yaroslavsky
Aleksandr Vladilenovych Yaroslavsky is a Ukrainian businessman, President of DCH Group (Development Construction Holding). He was born on December 5, 1959 in Mariupol (then Zhdanov). He holds a PhD in engineering from the Odesa Institute of Technology in 1989.
Mr. Yaroslavsky is the owner of DCH, one of the most powerful business groups in Ukraine, which includes industrial facilities, mining companies, development companies and real estate. Among the group’s significant assets are Dnipro Metallurgical Plant, Sukha Balka mine in Kryvyi Rih, and Kharkiv Tractor Plant. Since 2014, it has been a tax resident of the United Kingdom. In 2020, DCH Group launched a large-scale Ecopolis HTZ project on the territory of the Kharkiv Tractor Plant. The businessman is also known as the former owner of FC Metalist (2005-2012) and UkrSibbank, which he sold to BNP Paribas.
He was a member of the Verkhovna Rada of the IV convocation (2002-2006) from the Nasha Ukraina bloc.
In February 2022, Yaroslavsky found himself at the center of a scandal: a car from his motorcade ran over a 50-year-old man to death. The next day, the businessman left for the UK. Since then, there have been few mentions of him in the media.
According to Forbes, at the beginning of 2022, Yaroslavsky’s fortune was estimated at $1 billion, and in 2024 it dropped to $348 million.
