The ban hasn’t been lifted for everyone: which female officials are still barred from traveling abroad

The Cabinet of Ministers has lifted restrictions on traveling abroad during martial law for a specific category of female officials. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian"
What the Cabinet of Ministers has changed
The government has lifted the ban on leaving Ukraine for some women working in the public sector. This does not apply to all female officials, but to a specific category of employees who were previously subject to additional restrictions during martial law.
“From now on, female employees of state authorities, local self-government bodies, state-owned enterprises, and other designated entities will be able to cross the border without additional restrictions,” said Yulia Svyrydenko.
Thus, for many women working in government agencies, local communities, or state-owned enterprises, the rules for leaving the country will become simpler.
Who is affected by the new rules
The changes apply to female employees of:
- state government agencies;
- local government bodies;
- state-owned enterprises;
- other specified entities.
In other words, this applies to women who work in the public and municipal sectors but do not hold the highest levels of government leadership.
For whom the restrictions remain
At the same time, the Cabinet of Ministers has not lifted restrictions for top officials, key heads of government agencies, and their deputies.
Traveling abroad is still prohibited for members of the Cabinet of Ministers, the leadership of ministries and central executive bodies, the Presidential Office, the Verkhovna Rada Secretariat, the National Security and Defense Council, the Security Service of Ukraine, the National Bank, as well as members of parliament, judges of the Supreme Court and the Constitutional Court, prosecutors of the Office of the Prosecutor General, and heads of state-owned enterprises and state agencies whose jurisdiction extends throughout the territory of Ukraine.

Why the rules haven’t changed for some officials
According to Yulia Svyrydenko, restrictions remain in place for the highest-ranking officials to ensure the stable and uninterrupted functioning of the state during martial law.
“For them, the rules remain unchanged to ensure the uninterrupted functioning of the state,” the Prime Minister explained.
This means that the government has drawn a distinction between ordinary public sector employees and the leaders responsible for the operation of key institutions.
Why this decision is important
Previously, travel restrictions for female officials raised many questions, as they applied to a broader range of employees than just management. This created difficulties for business trips, family visits, education, medical treatment, or other personal circumstances.
Now, some women working in the public sector will be able to cross the border without additional restrictions, provided they do not hold positions for which the ban remains in effect.
What this means in practice
Following the Cabinet’s decision, female employees of government agencies, local governments, and state-owned enterprises who are not top-level management will be able to travel abroad under general conditions.
At the same time, it is advisable to check the current border crossing rules before traveling, as during martial law, requirements may depend on one’s position, status, documents, and specific circumstances.
