Zelensky: peace plan provides for a ceasefire

President of Ukraine Volodymyr Zelenskyy said that the summit in Berlin is an important platform for discussing a 20-point framework peace plan with American and European partners, which includes a ceasefire.
The president said this when answering questions from journalists, "Komersant Ukrainian" reports citing Suspilne.
According to Volodymyr Zelenskyy, the ceasefire should be one that will change the security situation on the ground.
Zelensky said that Ukraine will insist on legally binding security guarantees that will make it impossible to repeat the war.
“We are talking about force, not honesty. We do not need declarations like the Budapest Memorandum, but real security guarantees,” the President said.
The President noted that consultations with the United States were already underway. The Ukrainian side expects agreements that will be comparable to Article 5 of the NATO treaty – the principle of collective defense, and which will be supported by the US Congress.
on December 15, a conference is expected to take place in Germany with the participation of European leaders and U.S. representatives. During the conference, participants are expected to agree on a “political agreement” to end Russia’s war against Ukraine.
What is known about the “peace plan” for Ukraine
on November 19, the media reported that US Special Representative Steve Witkoff presented Donald Trump with a “peace plan” that he reportedly drafted together with Putin’s envoy Kirill Dmitriev. In the document, Russia demanded that Ukraine withdraw from the territory of Donetsk region and completely renounce its membership in NATO. The plan contained 28 points in total. Trump demanded that Ukraine accept the plan, while the United States agreed to revise certain points.
on November 23, representatives of Ukraine, Europe, and the United States met in Geneva. During these meetings, they discussed Washington’s proposal for a “peace plan” to end Russia’s war against Ukraine and the proposals of Kyiv and European states.

Commenting on the meeting, President Volodymyr Zelenskyy said that the Ukrainian delegation in the United States was constructive in its negotiations on further steps to end the war.

On the same day, Russian President Vladimir Putin and US Special Representative for the Middle East Steve Vitkoff met in Moscow, with Trump’s son-in-law Jared Kushner and Russian President’s envoy Kirill Dmitriev also present. It lasted almost 5 hours.
After speaking with the American delegation, Putin’s aide Yuri Ushakov said that the parties had not yet “reached a compromise” on the war in Ukraine.
