Zelenskyy made personnel rotations in the SBU leadership: who was appointed and who was dismissed

President of Ukraine Volodymyr Zelenskyy has continued personnel rotations in the leadership of the Security Service of Ukraine. The changes affected not only the position of the interim head of the SBU, but also the deputy heads and heads of key departments of the agency. The relevant decrees are published on the website of the President of Ukraine, "Komersant Ukrainian" reports
Who was appointed to the SBU leadership
According to the President’s decrees, the following appointments have been made to the SBU:
- Oleksandr Poklad – appointed first deputy head of the SBU. Previously, he held the position of deputy head of the service.
- Andriy Tupikov was appointed Deputy Head of the SBU. Previously, he headed the Counterintelligence Department.
- Denys Kilimnik – appointed Deputy Head of the SBU and Head of the Anti-Terrorist Center.
Who was dismissed from their posts
At the same time, the president signed decrees dismissing a number of leaders:
- Serhiy Andrushchenko – dismissed from the post of First Deputy Head of the SBU and Head of the Anti-Terrorist Center;
- Serhiy Naumyuk – dismissed from the post of Deputy Head of the SBU;
- Oleksandr Dubrovin – dismissed from the position of the Head of the SBU Military Counterintelligence Department.


General context of rotations in the SBU
As a reminder, on January 5, the Security Service of Ukraine received a new acting head, Yevhen Khmara, who holds the rank of major general.
Khmara is an experienced special forces officer: since 2011, he has served in the SBU’s Special Operations Center A, and in 2023 was appointed head of this unit, known as Alpha.
At the same time, Vasyl Malyuk, who had been head of the SBU since 2022, resigned as head of the service. He stated that he would continue to work within the SBU system, focusing on the implementation of “world-class” asymmetric special operations.
Reformatting the leadership
The president’s personnel decisions are part of a large-scale reformatting of the security sector aimed at improving the SBU’s effectiveness in a full-scale war.
The emphasis is on combat experience, counterintelligence and anti-terrorism activities.
