The IT sector is a major source of foreign exchange earnings: nearly half of all dollars come from service exports

IT service exports brought Ukraine $5.97 billion in the first 11 months of 2025. This is according to data from “OpenDataBot,” as reported by "Komersant Ukrainian".
On an annual basis, revenues grew slightly— by just over 2%—which indicates stabilization in the industry but not a return to pre-war or peak levels.
How much is the IT sector earning right now?
On average, the IT sector brings Ukraine $543 million per month. For comparison, in 2022, the average monthly figure was higher—about $612 million.
In November 2025, IT service exports fell by another 4.1%, to the same $543 million, which is $23 million less than in October.
Analysts warn: despite formal growth, it is too early to speak of a recovery in the industry. The current $5.97 billion:
- is 3% less than in 2021,
- and nearly 10% less than in the peak year of 2022.
This means that IT remains one of the most resilient export sectors, but is operating amid a protracted downturn following a sharp rise at the start of the full-scale war.
How important is IT for exports
Despite all the losses, IT remains a key source of foreign exchange earnings:
- 42% of all service exports come from IT,
- 12% of Ukraine’s total exports (goods and services) come from the IT sector.
In fact, nearly every other dollar Ukraine earns from service exports comes from IT.
Overall, the export situation remains challenging:
- service exports fell by 9% over the year, to $14.33 billion,
- total exports of goods and services fell by 5%, to $49.21 billion.
