Communication in Europe without overpayments: new roaming rules for Ukrainians from June 2025

Ukraine has taken another step toward digital integration with the European Union: starting in June 2025, Ukrainian users will be able to use mobile communications and mobile internet in 27 EU countries at the same rates as at home. This became possible due to Ukraine’s official accession to the European Roam Like at Home (RLAH) regime, Minister of Digital Transformation Mykhailo Fedorov said on his Facebook page, "Komersant Ukrainian" reports.
The President of Ukraine has signed a law that brings Ukraine closer to a single roaming tariff with the EU. Ukrainians will be able to use mobile communications in the EU without additional roaming charges. Next, we are waiting for the European Commission’s positive assessment,” Fedorov wrote.
This decision of the European Union applies to all subscribers of Ukrainian mobile operators traveling to EU member states. This means that Ukrainians will be able to make calls, send SMS and use the mobile Internet without any additional roaming charges while traveling. The fee will be the same as in Ukraine, in accordance with the terms of their tariff plan.
What does “roaming like at home” mean for Ukrainians?
The introduction of a common roaming space has several important advantages:
Cost savings. Ukrainians will no longer have to spend significant amounts of money on roaming services while traveling in the EU.
Continuous access to communication. You can easily stay online, use instant messengers, online navigation, mail and banking applications.
Stability and transparency of tariffs. The same tariffs – no “surprises” in payments upon returning home.
The changes apply to such EU countries as Germany, France, Italy, Poland, Spain, Czech Republic, Austria, Hungary, Romania, and 18 other member states. This means that most of the routes used by Ukrainian tourists, labor migrants, and refugees are now covered.

European integration in action
Ukraine’s accession to the EU roaming space was made possible by the conclusion of a relevant agreement between Ukrainian mobile operators and European companies, as well as by amendments to the telecommunications legislation. This step is part of a broader process of integrating Ukraine’s digital space into the European single market.
This is not just about communication – it is about synchronizing Ukraine with the European Union at the level of basic services, reducing barriers and improving the quality of life of Ukrainians abroad,” the Ministry of Digital Transformation comments.
In the future, it is planned to expand cooperation in other areas of digital policy: in particular, this concerns cybersecurity, personal data protection, and regulation of digital platforms. Ukraine’s participation in the RLAH regime is also an image signal for investors: the country is adapting its standards to European ones, and thus increasing its reliability and predictability as a partner.
The introduction of roaming “like at home” for Ukrainians is not only a convenience, but also an important step towards full digital membership in the EU. This solution will allow millions of citizens to stay connected without spending too much and make European travel even more affordable.
