18 new types: Ukraine has expanded the list of equipment for which businesses can receive compensation

Businesses will be able to purchase 18 additional types of machinery and equipment from Ukrainian manufacturers with a 15% cost reimbursement. At a meeting, the Cabinet of Ministers of Ukraine expanded the list of products available under the partial cost reimbursement program, reports "Komersant Ukrainian", citing the Ministry of Economy, Environment, and Agriculture.

The decision amends the “Procedure for Implementing the Pilot Project on Partial Cost Reimbursement for Domestically Produced Machinery and Equipment.”

“We are expanding the program to meet the practical needs of businesses and municipal utilities. Following the update to the list, companies will be able to purchase 15% more machinery for municipal, road, construction, and manufacturing work with compensation. For buyers, this reduces the cost of upgrading machinery and equipment; for manufacturers, it creates additional demand for Ukrainian machine-building products,” said Vitaliy Kindrativ, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.

What has changed?

The government has added 18 new types of machinery and equipment from Ukrainian manufacturers to the program, which can be purchased with a 15% reimbursement of the cost excluding VAT:

  • vans based on the chassis of trucks and special-purpose vehicles, including emergency repair, shift, service, and mobile vehicles for providing services;
  • dump trucks on chassis;
  • mobile house trailers on chassis;
  • aerial work platforms;
  • multi-purpose road vehicles;
  • flatbed trucks;
  • flatbed trucks with a crane-manipulator;
  • sweeping and cleaning vehicles;
  • street washing machines;
  • municipal cleaning vehicles, including vacuum, sewer flushing, sludge suction, and combination vehicles;
  • pothole repair units;
  • heating and polymerization furnaces;
  • industrial filtration systems with a capacity of up to 60,000 cubic meters per hour;
  • grinding tables;
  • metal fiber production lines;
  • electroplating systems and automated lines;
  • industrial ventilation systems;
  • welding equipment.

The changes also make the compensation mechanism more flexible. The contract price of machinery or equipment may differ from the estimated price in the list by up to 15% if the manufacturer’s costs for components, materials, energy, labor, production, or sales have changed.

In total, during the program’s duration—from November 2024 to May 2026—237 companies purchased 519 units of machinery and equipment from Ukrainian manufacturers for nearly 1.5 billion hryvnias. The total amount of compensation was 180.8 million hryvnias.

Currently, the list of machinery and equipment for which the state reimburses 15% of the cost includes 1,354 items from 50 Ukrainian machine-building enterprises.

How the program works

The program offering partial compensation of 15% of the cost (excluding VAT) has been in effect since September 2024 as part of the “Made in Ukraine” policy to support manufacturers. It applies to equipment manufactured in Ukraine with a localization rate of at least 40%. The list of equipment eligible for compensation is published on the website of the Ministry of Economy, Environment, and Agriculture.

To participate in the program, a manufacturer must:

  • Verify that their products are included in the List of Domestically Produced Machinery and Equipment, the cost of which is partially reimbursed from the state budget.
  • Submit an electronic application to [email protected] along with documents confirming the localization rate, a cost calculation, and a calculation of the proportion of labor costs. Financial statements for the four quarters preceding the reporting quarter must also be submitted. The complete application procedure (form), the formula for calculating the degree of localization, the cost calculation form, and other details are specified in CMU Resolution No. 952, specifically in the “PROCEDURE for implementing the pilot project on partial compensation of the cost of domestically produced machinery and equipment within the framework of the All-Ukrainian economic platform ‘Made in Ukraine’” with its annexes.
  • After verification, goods that meet the requirements of the Ministry of Economy’s Procedure will be included in the list.

How to receive compensation:

Purchase equipment from the List through an authorized bank. Currently, 29 Ukrainian banks are participating in the program.

Submit an application to the bank along with a copy of the payment document and the acceptance and transfer certificate.

Once approved, you will receive 15% of the cost (excluding VAT) into your account.
