Industries with the highest and lowest salaries: State Statistics Service data for 2023

The highest salaries of full-time employees were in the Information and Telecommunications sector, where they increased by 23.3% to UAH 41,326 per month. This is stated in the data of the State Statistics Service, Kommersant Ukrainian reports ![]()
According to the State Statistics Service, in 2023, the average salary in the economy (gross, excluding the temporarily occupied territories) was UAH 17,442.
Compared to 2022, the average salary grew by 17.5% nominally (UAH 2,594), while in real terms (adjusted for average inflation) it increased by 4.1%.
Highest wages

▪ Professional, scientific and technical activities – UAH 23,413

Lowest wages

▪ Operation of libraries, archives, museums and other cultural institutions – UAH 10,990.
▪ Activities in the field of creativity, art and entertainment – UAH 11,345.
▪ Postal and courier activities – UAH 11,830.
temporary accommodation and catering – UAH 12,300.
▪ Education – UAH 12,439.
Danylo Hetmantsev, Chairman of the Parliamentary Committee on Finance, Taxation and Customs Policy, noted that the gap in salaries between sectors of the economy remains significant.
“It has increased during the full-scale war. Currently, it is 3.5 times – between IT and activities in the field of libraries, archives, museums. Before the war, it was 3.1 times,”
– Hetmantsev wrote on his Telegram channel.
He noted that in 2023, real wage growth resumed, which supported the economic recovery. Losses in official labour income since the start of the full-scale war remain significant.
“In real terms (adjusted for inflation), the average salary in 2023 remains 8.3% lower than before the full-scale war in 2021. In dollar terms (at the official average exchange rate), the average salary was 7.1% lower ($514 and $477 in 2021 and 2023, respectively),”
– Hetmantsev added.
It is worth noting that in 2021-2022 and the first half of 2023, the state paid Ukrainian judges an “extra” UAH 430 million for work that did not exist.
