A mandatory evacuation has been ordered in Chernihiv Oblast for 12 villages along the border: full list

In the Chernihiv region, a decision was made to mandate the evacuation of the civilian population from 12 settlements located near the border with Russia. The evacuation will begin on July 1, 2026. This was announced by Vyacheslav Chaus, head of the Chernihiv Regional State Administration, according to "Komersant Ukrainian".
The decision was adopted by the Chernihiv Regional Defense Council at the recommendation of the military command. The reason was the complex security situation in the border communities, which regularly suffer from Russian shelling and drone attacks.
Which villages will be evacuated
The mandatory evacuation will cover 12 villages in four territorial communities in the Chernihiv region.
Koryukivka Community
The evacuation has been announced for the following settlements:
- Prybyn;
- Shyshkovka;
- Rudnia.
Horodnya Community
The list includes:
- Lemeshivka;
- Moshchenka.
Novhorod-Siverskyi Community
Evacuation measures will be carried out in the following villages:
- Vorob’ivka;
- Kamin;
- Kam’yanska Sloboda;
- Karabany;
- Chaikine.
Semenivska Community
The mandatory evacuation will apply to two settlements:
- Gazoprovidne;
- Oleksandrivka.
Thus, the new decision covers 12 border villages in the Koryukivka, Novhorod-Siverskyi, and Chernihiv districts.
The evacuation will begin on July 1
The mandatory evacuation of the civilian population will begin on July 1, 2026.
According to Vyacheslav Chaus, the organized evacuation of residents is expected to be completed within two months.
Representatives of local communities, district administrations, the police, emergency services, and social welfare agencies are responsible for organizing transportation, assisting with personal belongings, and finding temporary housing.
Special attention will be given to families with children, the elderly, people with disabilities, and residents who require assistance.
Evacuations will continue in seven more villages
In addition to the 12 new settlements, the Defense Council has decided to continue evacuation efforts in seven more border villages.
Evacuation had previously been announced there in the winter. Part of the population left, but some residents remained and refused to relocate in writing.
These settlements are:
Snovsk Community
- Hirs’k
Horodnya Community
- Berylivka.
Novhorod-Siverskyi Community
- Buchky;
- Hremyach;
- Budo-Vorob’ivska.
Semenivska Community
- Kostobobriv;
- Zaliznyi Mist.
Thus, taking into account previously announced measures, the mandatory evacuation covers a total of 19 settlements in the Chernihiv region.
About a thousand people remain in the border villages
According to data from local communities and district military administrations, about a thousand residents are still in the 19 settlements.
Among them are approximately 120 children.
Local authorities must work individually with families raising minors and explain the risks of remaining near the Russian border.
In border areas, there remains a danger of artillery and mortar shelling, attacks by strike drones, the laying of landmines, and damage to critical infrastructure.
Why the decision to evacuate was made
The decision was made at the request of the military command. It is related to the constant threat to the civilian population in the border zone.
Russian troops regularly attack settlements in the Chernihiv region using:
- artillery;
- mortars;
- FPV drones;
- other attack drones;
- aircraft-based weapons.
The shelling is damaging residential buildings, roads, power lines, communications facilities, and social infrastructure.
In some villages, it is difficult to provide prompt medical or rescue assistance due to their proximity to the border and the constant threat of repeated attacks.
What Does Mandatory Evacuation Mean?
Mandatory evacuation involves the organized relocation of the population from a dangerous area to safer regions.
People must be provided with transportation and assistance with housing. Local authorities must also inform citizens about available social services, financial support, and resettlement options.
During the evacuation, it is recommended to bring:
- identification documents;
- money and bank cards;
- necessary medications;
- personal hygiene items;
- chargers;
- a change of clothes;
- children’s documents;
- essentials.
It’s also a good idea to prepare carriers and documents for your pets in advance.
Where Residents Should Go
Residents can obtain information about departure times, transportation, assembly points, and possible relocation from representatives of their communities and district military administrations.
Social workers, police, rescue workers, and volunteer organizations will be involved in organizing the evacuation.
Citizens are advised to rely only on official announcements from the regional military administration and local government authorities.
Authorities urge residents not to delay their departure
The head of the Chernihiv Regional Military Administration urged residents of border villages not to ignore the danger and to agree to evacuation.
Even if a particular settlement has not been hit for several days, the situation near the border can change very quickly.
An organized evacuation allows for the timely transport of people and essential belongings without exposing residents, drivers, rescue workers, and military personnel to additional risk.
